Besides, the time for slogans is over! Everyone already understands everything. Today, an action plan is required within the framework of existing legislation. A verified “Strategy of the Majority” is needed, capable of uniting everyone who took to the streets, defending their self-esteem, obeying the voice of freedom. The same Freedom that is given to each of us from God at birth. Freedom is the right to choose. And our task is to ensure this right. First of all, the system itself needs to be changed. Well, the people will elect leaders in open and fair elections.
I propose to begin a civil discussion of our common plan. Majority strategy: action plan for 2012 – 2013. The majority strategy is a strategy for a gradual, evolutionary transition from the “vertical of power” to the construction of a modern capable, open and effective state system. The strategy is based on the understanding that a one-time, “revolutionary” demolition of the existing management system will first lead to chaos and a sharp drop in the standard of living of the part of the population dependent on the state (state employees, security officials, pensioners); and then - to the almost instantaneous construction of an even more primitive, harsh and authoritarian regime. We are beginning the planned dismantling of the “vertical of power” and building in the vacant places state structures that meet the requirements of the majority of the country’s citizens. The recipients and potential participants of the Majority Strategy are the majority of citizens of the Russian Federation who have reached the age of 16. Of these, 30 million citizens can become voters and referendum participants who will vote FOR candidates in elections and initiatives in referendums nominated within the framework of the project.
Sociological research and election results indicate a formed public demand for proper, real, and not simulated performance by the state of its responsibilities in the areas of public safety, health care, education, interaction with citizens and their associations. In the absence of a convincing response to this request from the state and clear proposals from the “opposition leaders,” the center of public attention turns to those undertakings, actions and statements that have signs of reasonable, systematic and planned activity. The “June 12 Committee” offers society a joint action plan and a “Majority Strategy” for 2012–2013, consisting of a Social and Political Project and a Meeting of Civil Initiatives: The Big Project is the primary steps towards public administration reform (constitutional, judicial and municipal reform), adoption of the necessary laws, holding a referendum on the new Constitution of the Russian Federation and early elections of the Federal Assembly; The collection of civil initiatives is local public and political projects (development of self-government in Moscow and St. Petersburg, legal education and overcoming legal nihilism, promoting self-organization of small entrepreneurs, etc.).
Principles of participation in the implementation of the Majority Strategy Both the Big Project and the Assembly of Civil Initiatives are built as supra-party, unifying projects in which citizens, their associations, including existing and created political parties, act as partners united by common goals. In this case, governing bodies are created to solve each specific problem on the basis of self-organization, for example: to discuss the new Russian Constitution, a permanent expert platform is needed. We announce that the first meeting of the expert group will take place at such and such a time and invite all interested parties to participate in this meeting. At this event, the procedure for joint work is determined and coordinators are selected who will take on the functions of recording meetings, collecting information and analytical materials, and disseminating information among Project participants and the media. Participants returning to this site will be able to make and promote their proposals for the order of its structure and functioning.
Invitations to participate in all events and activities of the Majority Strategy will be sent to the relevant state bodies and local governments, and they will contain more than clear answers to the questions “what to talk about” and “who to talk to.” The principles outlined above distinguish the Majority Strategy from most existing and newly created political projects. First, we first define the tasks and action plan to solve them and only then form the organizational structures suitable for them. Questions about “who is the leader” and “for whom is this all being done” are removed from the agenda as unnecessary: there will obviously be many leaders in such a Project, and they will naturally emerge in the course of joint activities. In the course of implementing the Majority Strategy, the creation of an electoral bloc of democratic forces will be required, but this will become a tool for achieving set goals, and not an end in itself. Secondly, we build interaction with the current authorities on exclusively rational grounds: if they enter into a responsible partnership dialogue with us, we interact with them as participants in the Majority Strategy. If they avoid such dialogue or sabotage the adoption of reasonable and legal decisions, we use the full range of non-violent methods to force them to dialogue and make decisions required by society.
Main events and parameters: Referendum for the purpose of constitutional reform - October 13, 2013. In a referendum, in accordance with the procedure that will be established by the Federal Constitutional Law “On the Constitutional Assembly”, either the new Constitution of Russia, or “options of the main provisions of the new Constitution of Russia” for their subsequent approval by the Constitutional Assembly. The Law “On the Constitutional Assembly” must be adopted by December 1, 2012. There is an urgent need for a new Constitution, which will firmly, clearly and unambiguously enshrine democratic norms and procedures for the formation and operation of government bodies, including the following: - The President of the Russian Federation is elected for four years, the same person cannot hold office President for more than two terms; - The State Duma is elected for a term of four years; - Issues of changing the terms and scope of powers of the President, the State Duma and other state bodies provided for by the Constitution can be resolved exclusively by referendum; - senior officials of the constituent entities of the Russian Federation (governors, etc.) are elected for four years on the basis of universal, equal and direct suffrage by secret ballot; When adopting the new Constitution, it will be necessary to comprehensively discuss and select the optimal solution on a number of issues, for example: how should the Chairman of the Government of the Russian Federation be appointed to the position? The answer to this question will either consolidate today’s “intermediate” model of government; or will determine Russia's transition to a parliamentary republic (the Chairman of the Government and his deputies are appointed by the State Duma). Or Russia will become a full-fledged presidential republic, where the Chairman of the Government is ex officio the President of the Russian Federation. And it will be impossible to create a structure in which the Prime Minister, who is formally responsible for the work of the Government, really has little influence on anything. Which, in fact, is what we are seeing in the new Cabinet of Ministers. Citizens are ready to discuss the draft new Constitution and vote for it in a referendum. But, according to Art. 135 of the current Constitution of Russia, a prerequisite for the development of a draft of a new Constitution is the convening of the Constitutional Assembly - a certain body specially created for such purposes. For almost twenty years of work of the Russian parliament, the law on the Constitutional Assembly has not been adopted. We demand that the Federal Assembly immediately remove this obstacle to constitutional reform. Early elections to the State Duma - October 13, 2013 Elections and referendums are held on the basis of the newly adopted Electoral Code, which provides for the creation of electoral blocs, lowering the entry barrier to 3%, returning the voter turnout threshold and the “against all candidates” column.
