We catch crooks in Primorye
Today in Vladivostok we started the campaign "Civil audit of the APEC summit." Our task is an independent examination and attracting public attention to the facts of corruption and abuse in the construction of objects of this international forum.
Vladivostok is a city of high protest moods. In the elections to the State Duma, “United Russia” was confidently rolled here: it took only third place. Everyone remembers the mass protests of 2008-2009, which they sent a riot police near Moscow. The idea of holding the APEC forum arose in many respects as a way to calm people, distract them from problems, create jobs, show the interest of the federal authorities in the development of the region. In practice, the grandiose project turned into a grandiose theft and transcendental corruption, which only aggravated the contradictions between the government and society.
Colossal funds were allocated for the summit - about 10 billion dollars (mainly federal budget funds). The authorities promised that it would be investments in the infrastructure of Primorye. In fact, it turned out to be investments in the pockets of crooks and thieves from the administration.
The deadlines for the construction of many APEC facilities were disrupted: at some point it became clear that the money allocated according to the estimate simply disappeared. In particular, the deadlines for the construction of the bridge through the Golden Rog Bay are broken. For its construction, it was necessary to demolish hundreds of buildings, having previously bought them from the owners. Money for ransom was mercilessly plundered by officials, the owners were imposed below the market.
The quality of the objects being built does not withstand criticism. The most egregious example is the Sedanka highway - cartridge. 28.9 billion rubles were invested in the construction of 42.5 kilometers of the highway, that is, the cost of a kilometer of this “gold” road is 680 million rubles (about $ 20 million). For comparison, the average cost of a kilometer of the road in the United States is $ 5.9 million, in Europe - $ 6.9 million, in China - $ 2.2 million.
And, despite the sky -high cost of the highway, just a few months after the survey of the object, the soil collapse occurs. Responsible for this shame is appointed a clear switchman - Governor Miklushevsky recently fired the head of the Road Department Andrei Razgonov, who took office only in February. 
Today, the facts of large -scale corruption in the preparation of the APEC are also recognized by the heads of the state: in particular, Dmitry Medvedev spoke about this. In Primorye there are prosecutorial inspections of contracting companies. But interest for investigators, undoubtedly, should be represented by officials who are responsible for preparing for the summit. And the former-for example, ex-governor Darkin. And the current - for example, mayor of Vladivostok Igor Pushkarev. The latter is included in the ten youngest Russian billionaires, his personal condition is estimated at more than 5 billion rubles. Moreover, over the years in power, his condition has grown five times. That is, a year after year, money from the treasury mysteriously disappeared, and the state of the head of the administration increased. Investigators are obliged to find out if there is a relationship between these two facts.
We are insisting with the activists of the Primorsky Civil Society at the public control of the training of the APEC summit. For this, an independent audit was initiated. This, by the way, applies not only to the inhabitants of Vladivostok - in the preparation of the summit, mainly federal money is plundered. So the point is common.
Today I sent a statement addressed to the Chairman of the Accounts Chamber of the Russian Federation Sergey Stepashin, indicating the facts that we regard as corruption and abuse.
