About Demyanovo and Podosinovsky district
Demyanovo is a village with a population of 5.5 thousand residents of the Podosinovsky district, located in the north-west of the Kirov region. These are one of the two areas that never had a direct automobile message with the regional center. When I became the governor of such areas-but in 2010 we built a section of the Vazyuk-Oparino road and tied Oparinsky district with Kirov. I have my own picture of what happened. But only the investigation can give an objective answer from the authorities to most questions. To express your opinion now is to exert pressure on the investigation. I will not do this. But I will definitely carefully monitor the progress of the investigation. I promise that together with the police leadership, we will provide it with an honest, objective and open nature. Everyone is interested in this. The perpetrators will be punished regardless of the situation, position and nationality.
I can only say that which relates to our competence. Firstly, no one appealed to the healthcare institutions with gunshot wounds. Secondly, absolutely certain conflicts were instigators and provocateurs. They can be seen with the naked eye and the facts testify to this. For example, a crowd of youth, who went to the Dagestan sawmill on Friday, was for free by vodka. What is behind this - envy, xenophobia, banal economic interests? Apparently, all together.
Actions of the authorities before the conflict
I evaluate the actions of local authorities and local police as unsatisfactory. Participants in the conflict claim that they turned to the authorities and law enforcement officers for help - but there were no measures. I am convinced that the acute phase could be avoided if there was a timely reaction. At the regional level, both the government and the police found themselves in a situation where he had to work not on a pre -trial, but in the prevention of escalation. There is also the objective side of the problem - as part of the police reform in Demyanovo, law enforcement agencies were seriously reduced.
Actions of the authorities after the conflict
I believe that the Department of the Ministry of Internal Affairs in the Kirov region managed to make the main thing. Prevent mass bloodshed. And then ensure the maintenance of security in the village.
At the level of the region, we created an operational headquarters for control of the situation. Already on Saturday, a government working group, as well as the secretary of our Public Chamber, Tahir Mammadov and a member of the Federation Council Oleg Kazakovtsev, worked in Demyanovo. They worked for three days, studied the situation, held meetings, took the necessary measures. On Tuesday, they returned to Kirov, we discussed the situation and on Wednesday I myself was in Demyanovo. He held an openly meeting with residents, a meeting with local authorities, local deputies, a meeting with law enforcement agencies, a meeting with a member of the Public Chamber of the Russian Federation Maxim Grigoryev, who came to study the situation, a meeting with entrepreneurs, a meeting with representatives of the Dagestan community, visited the largest enterprise - at the request of the residents, at the request of the residents, walked around the problematic streets from the point of view And dilapidated housing.

Local authorities clearly reacted late to the situation. At the first meetings there were not even local deputies. And they in the village with a population of 5 thousand people should clearly be famous, authoritative people, leaders of opinions and first to fight for peace and tranquility. But they were not. And they joined the work only by decision of the government working group.
Socio-economic problems of the village
There are many of them. Like almost any settlement of the Russian Federation. People complain about housing and communal services, dilapidated housing, lack of sports facilities, bad roads and so on. The vast majority of issues belong to the sphere of local self -government and should be resolved at the level of local authorities. But in Demyanovo, a very serious specificity is added to a common problem for Russia. Local entrepreneurs practically do not pay taxes. I specifically raised all the data. Working sawmills do not pay personal income tax or income tax. Accordingly, there are no funds for filling the budget. And then these same entrepreneurs are outraged by the underdevelopment of the infrastructure. So where does the money come from if you yourself do not pay taxes? This is a matter of both local authorities and tax, which have not made sufficient efforts to legalize a business.
In this part we will do the following.
1. In connection with a special situation in the village, we will pay increased attention to him. We will help in resolving a number of issues at the expense of regional resources.
2. We initiate inspections of all entrepreneurs for taxes. I gave three months to exit the shadow. I will send a special working group of our Department of Entrepreneurship to help local business. We are ready to provide additional support at the expense of the Entrepreneurship Support Fund. And three months later, serious checks will begin.
In addition, regardless of the conflict, we always faced the task of establishing a direct year -round automobile message with the Podosinovsky and Luza districts. This will be done in 2013 after the completion of the Almezh -Skryabino section. I set this task in my message about the development of the region.
Who is to blame and what to do?
It almost never happens that only one side is to blame for conflict. There is a share of responsibility at all. And everyone must admit this. As for the local authorities - Personal conclusions will be made by me and voiced in the near future.
I listened and talked with all parties. When I met with the inhabitants, everyone said that they were for peace and peaceful coexistence. Dagestan - the owner of the sawmill, on which the conflict occurred, came out and asked if there are complaints to him? He said that he was ready to leave (although he lived in Demyanovo for 7 years and is married to a local woman), if this is the opinion of people. There were no complaints and demands to leave.
This is what is on the surface. But the authorities will not be able to and should not climb into the head of everyone. In addition, hatred, xenophobia, nationalism are not rational things, it is difficult to win with the help of logical arguments. But I sincerely hope that the conflict will not happen again. The authorities will do everything possible for this both in terms of solving the problems of the village, and in terms of joint control over the situation with the police. But a lot depends on the inhabitants themselves.
