3) Federal law mandates the capture of stray animals. What to do with them next?

Shooting is not just a wildly cruel, but also a senseless method. The population of stray dogs is replenished very quickly; these are not Amur tigers or Indian rhinoceroses. Destroy them in one area and they will come from another. Moreover, the city is choked with garbage dumps.

What to do?
Several years ago, the smart people of Chrysostom suggested it to the others. In principle, this method was used at one time by European countries - catching, treating and sterilizing ownerless animals. They didn’t ask for money—they found it themselves. But they were refused. I'll tell you the reasons a little later. But this is almost a crime story.
