The political expert group, together with the portal "Political Technologies", prepared 2 reports "Index of electability of heads of constituent entities of the Russian Federation."
The assessment criteria of more than 40 experts included the personal popularity of the governor, the level of political competition and socio-economic well-being in the constituent entity of the Russian Federation, as well as the degree of influence of administrative resources on the election results. Scores range from A+ (absolutely electable) to D (probability of election tends to zero).
Group A+ included Ramzan Kadyrov and the head of the Kemerovo region Aman Tuleyev.
Group A (election guaranteed) included 16 heads:

Governor of the Krasnodar Territory Alexander Tkachev received a B+ rating.
In group B (high chances of election) there are 16 governors, including the governor of the Astrakhan region, Alexander Zhilkin.
For all my criticism of local economic policy, I must recognize a number of strengths of the Astrakhan governor, such as his political experience, information openness and activity on the Internet, as well as his personal relationship with the head of state. It is they who provide him with good chances for re-election.
Recently, activity has also become noticeable in the investment process, although there is no end to the work in this area and, in my opinion, it needs to be carried out much more actively. There is no need to wait for an investor to come and ask: “Can I work for you here?”, but to participate in business forums in Russia and abroad, as the head of state and heads of other regions do. Then the work will go much faster. If our governor had personal relations with the leaders of the same Wimm-bill-Dan, Russian Nestle, Danone, then the investment process in the same agriculture would move much faster.
Group C includes the new governor of the Volgograd region, Sergei Bozhenov.
