We need little help from residents of the Krasnodar Territory or from those who went to relax in the city of Sochi and its environs.
Maybe you remember that last year in one of the posts about the current activities of Rospile , I wrote about one interesting order in the Krasnodar Territory for the arrangement of the Sochi path for 24 million rubles .
There (146%) they stole money: in order for only the “own” participant to appear for the auction, the customer put up a predetermined requirement on the life of the work.
The winner of the auction was supposed to develop and coordinate a bunch of documents with the customer in 5 days: a network of paths, a route passport, a plan for arranging and information filling of the route, taking into account the trends in the development of tourist and ecological complexes, the concept of maintenance of the route, taking into account environmental, environmental, aesthetic requirements for security requirements, sketching solutions to paths, and the plan of the area (m 1: 5000 and smaller), an ecological path plan (m 1: 1000 or 1: 500), conduct dendrological studies, etc.
And for the remaining 5 days, all this territory had to be equipped with these plans and sketches, ennoble, install MAF (small architectural forms), lay the path, install benches, clear the terrain from fallen trees, etc.
And all this was despite the fact that
Obviously, it is impossible to perform such work within 10 days.
Rospileu wrote a complaint about this order, to which even an expert opinion was attached from a former employee of the department of architecture and urban planning of one municipality - a specialist in the improvement of territories. Despite this, the Krasnodar OFAS (crooks and accomplices of all the thief in the Kuban) recognized the complaint unreasonable due to the fact that we did not prove the unreality of the deadline for the work.
What happened next?
Only 1 company - OOO Inzzhzapita came to the auction, unanimously admitted by all members of the auction commission of the customer and won the tender at the maximum price.
It was with this LLC Customer FSU "Sochi National Park" was supposed to conclude a contract.
The contract, in turn, had to be published on the official website, including the order card. The contract was concluded, but on the official website the customer posted a link to a completely different contract of some kind of gymnasium in Barnaul for the purchase of drinking water.
Type, cunning.

It turned out that there was no real contract.
And this is already a violation of the law for which administrative liability is provided for under article 19.7.4. Code of Code:
“Non -submitting information or the untimely submission by the customer’s official’s information about the conclusion of the contract or on its change, execution or termination of the executive authority, the executive body of the constituent entity of the Russian Federation, local government authorized to maintain register of contracts concluded following the placement of orders, if the submission of such information is mandatory in accordance with the legislation of the Russian Federation on the placement of the Russian Federation on the placement orders for the supply of goods, the performance of work, the provision of services for state and municipal needs, as well as the presentation of obviously unreliable information -
entails the imposition of an administrative fine on officials in the amount of twenty thousand rubles. ”

Antimonopolists conducted an audit and revealed a violation, issued an order to eliminate it ( decision and order ). 
And only on January 13, 2012 (the work was supposed to be completed in September more) the customer was published - plus at the same time wrote that the contract was executed and the money on it was transferred.
We move on to the work itself.
And this is the most interesting, because agents of the forces of good informed us, there is no horseradish.
It is clear that in 10 days they could not be made.
But we hoped that they would still be made in principle.
There is only one way to check.
If you are not far somewhere, you want to breathe fresh air, and at the same time to squint a couple of crooks, then please take a walk to the Sochi National Park ( http://sochinp.ru/sochi/ ) and look, they paved this path and landed the territory as required by the auction, whether there are species sites, recreation areas, etc. money.
