
I was asked several times to state my view of the events in the country, in the city, to formulate my program of action or, as it is now fashionable to express - "Manifesto". I don’t know if I get a manifesto, but my answer to the eternal Russian “What to do?” I'll try to give.
To begin with, a few words about the “current moment”:
The country as a whole:
1. Our country is in a social crisis, which began, however, not with Putin’s arrival, it began in the early 90s with the collapse of the USSR. We are trying to get out of the old development paradigm and still cannot;
2. The power vertical built by Putin brought cosmetic repairs in the country, but in the end, the political crisis was overlooking the social crisis and it got worse. Outwardly, everything looks, maybe not bad, but the makeup gradually crumbles on what is terrible under it;
3. The vertical should be rebuilt into a horizontal, well, or rather, “otorisontal” . This means democratization of political life, the democratization of society as a whole. Democratization will be made by our state and society more competitive both inside and outside, and will give a chance for survival and development;
4. Putin and his “vertical elite” in every possible way opposed “otorizontaling” . And this is no wonder. Slopping the vertical will mean the collapse of their power and will pose a threat to their financial interests. Just like that, without a fight, they will not give them any. And I must say, while the advantage of forces on their side.
Perm and Perm Territory:
1. Clause 1,2,3,4 2. The federal vertical was complicated by another vertical - “Chirkunovskaya”. Its peculiarity is that it was created by “economic liberals” to achieve their goals. But the problem is that the vertical itself is not a liberal tool. Moreover, inherently “vertical” is an enemy of freedom of both political and economic.
And in the end, we received problems in the social sphere, economics, problems with the “political elite”. The last problem is that there is no political elite in the Perm Territory. Is it possible to consider an elite herd, obediently mocking according to the first word of the governor? At the same time, the “elite” does not matter who this governor is Viktor Fedorovich or Oleg Anatolyevich? Yes, at least Philip Bedrosovich. All the same, they will not stop mocking.
Now the question is: what to do?
The option "tolerate" I mention, it is not suitable for me . Then two options remain:
1) Revolution . Recently, they have been talking about her often. And unlike the screams of the Nomists of the early 2000s about the threat of the “Orange Revolution”, today it is a real scenario. "The lower classes do not want, but the tops cannot." Everything coincides. I will make a reservation, I do not consider the revolution in our conditions a terrible disaster. The revolution in our case will mean “Ukrainian scenario” - a change of one power group to another. I don’t see anything terrible in this, even vice versa (blood change is useful), but this will not bring anything particularly positive for the country.
2) ???????? There may be hundreds of options for the second path and none of them will be absolutely true. Nevertheless, “fight and search, find and not give up.”
My option is like that. For many of us, the main Zhupel Putin and his Gabistic government. However, the problem is not only in them. Even the existing system allows us to legally exist normal self -government, courts and police . Namely, they actually draw up a vertical bone and, for not a single decision of the authorities can be realized without the help of these three levers. The fourth lever is the media, but this is a separate question.
However, normal self -government, vessels and police in our country does not exist , because we do nothing for this, but it would be necessary ... That is why in order to “icine” power and society must be engaged not only in protests, criticism, but also by specific affairs. In general, these three “whales” have one weakness . They believe that the law is on their side, moreover, they are the law . In fact, this is not so, if they force them to live according to the law, they will quickly get tired . Those who served in the army know how hard it is to “live according to the Charter”. So why not endure the army experience. And therefore, the “law is in skillful hands” - a terrible weapon and people of change, “caring” must master it.
Necessary:
The transition from protests to practical work on the restructuring of public institutions does not mean rejection of protest actions. But you need to abandon the “bare protest” - the protest should become one of the tools of this restructuring. It is necessary to protest not against the regime in general, but against, say, specific decisions of officials or police actions. Better yet, rally “for” -for the construction of a kindergarten in our area or repairing a collector in the stadium, because of which the entire area has been saturated with a stink for five years. Moreover, rallies should be supported by official complaints, offers, appeals to the court. In a word, as in war, all means are good.
“Localization” of protest does not mean a departure from the global goal - the struggle to change the political regime as a whole. We must be prepared that one way or another (revolutionary or peacefully during the election), but the “vertical” will disappear. And the opposition forces should be prepared for this - it is necessary to create coalitions from opposition parties, movements and politicians, it is necessary to start developing general platforms, strategies and tactics.
Moreover, this work should be carried out both in Moscow and in the regions. And therefore it is necessary to establish a strong connection between various opposition movements and politicians throughout the country.
We must contrast the Putin's “vertical” of our “horizontal”.
And then, " our right business - the victory will be behind us."
