United Russia deputy Evgeny Fedorov introduced amendments to the law “On State Civil Service” for consideration by the State Duma, which proposes to prohibit officials from owning foreign real estate and having accounts in foreign banks. The newspaper "RBC daily" writes about this.
According to Fedorov, civil servants who do not want to get rid of property they already own outside the Russian Federation are proposed to be fired. This applies to both property purchased independently and inherited property. He added that in the future the restriction may also apply to deputies.
The politician noted that the need to make amendments is explained by the “Magnitsky case . ” According to the deputy, by getting rid of foreign assets, officials will deprive the United States of the opportunity to manipulate them and avoid a possible seizure of property.
According to experts, Fedorov’s initiative will not find support in the State Duma. In particular, deputy Gennady Gudkov believes that the bill will be blocked because too many officials keep assets abroad. If the relevant amendments are nevertheless adopted, it will be difficult to verify the implementation of the law due to the fact that most officials do not directly own property.
In February of this year, the FSB introduced a ban on owning property abroad. Service employees must take measures to alienate real estate before December 1 of the current year.
According to Gordon Rock agency estimates, in 2012 the total volume of Russian investments in foreign real estate will be approximately $12 billion. Last year this figure was about $15 billion. Penny Lane Realty stated that officials account for more than half of “Russian” purchases of foreign real estate.
