: "Big Brother" without a concept

The main problems of the network of hardware and software complexes "Safe City" in the State Duma are the lack of unified technical standards and the general concept of its use. But they intend to develop the system further, while, in the opinion of a number of parliamentarians, the rule of law for such a system is not the main thing.

The order to ensure the deployment of a network of hardware and software systems (AIC) Safe City was given by the President of the Russian Federation in July 2007. Since then, the development of this system has been financed through the structural units of the Ministry of Internal Affairs in the regions, and the leaders of the subjects, that is, governors, were responsible for it.

What is the Safe City agro -industrial complex - it should be reminded separately. Well, just a real “big brother” from spy and fantastic films. But, in fact, this is not science fiction.

In particular, as explained by Polit.ru in the company "Spetskovlab", which acted as one of the contractors in the implementation of this project, in the city of Ivanovo for more than five years the system has been operating with just such functionality.

In addition, as a single system uniting the Ministry of Internal Affairs, the Ministry of Emergencies, an ambulance and a traffic control system, the Safe City agricultural sector does not work. It cannot yet process a single database, predicting the threats of public security, but acts independently in each individual settlement or subject.

The State Duma decided to appeal to the government with a proposal to create an interdepartmental coordination council, which would include the heads of the Ministry of Internal Affairs, the FSO, the Ministry of Communications, the Ministry of Regional Development and other interested ministries and departments, and entrust it to the development of the project by the federal target program, financing development.
