In Russia, it is hardly the first time that the permitted gay-prading will be held. Moreover, in St. Petersburg, where they recently adopted the Dragon Regional Law on "Propaganda of Homosexualism." What is the motivation of this kind of solution - it is difficult to say. It seems that Peter’s authorities simply realized that it was an invoice to contact an anti -Giyan theme.
The logic of making decisions of the authorities is deeply mysterious for an external observer. Therefore, probably, conspiracy constructions appear on the subject of “the atrocities of the bloody regime”, striving to “tighten the nuts”, even when the authorities take place obvious stupidity. Or the reaction becomes the preoccupied "What was it?" Or a joyful “victory over crooks and thieves!”, When, once again making a mistake, the authorities play back.
So this time. The St. Petersburg authorities, as the local activists reported, agreed on them to conduct a gay pride-this is how to react to this? That is, in the fall of the previous one and at the beginning of this year, the city law on fines for the propaganda of homosexuality among minors and even tried to fine gay activists for peaceful pickets was actively adopted, and now they allowed a gay pride? Moreover, almost the first in Russia in general-in Moscow, Gay-Prede is still weakly imagined, and Sergei Sobyanin answered in an interview with Echo of Moscow a year and a half ago to the question of gay parades, they say that “Moscow is unnecessary absolutely” and expressed doubt that the gay parade in the capital could take place altogether.
Peter, of course, is known for his westernization and generally “advancedness”. But why was it necessary to fence the garden and accept an obviously unreasonable and illiterate antiga law? Moreover, it is obviously repressive - it is clear that the court can interpret “propaganda among minors” almost as you like. Say, the gay activist Alekseev awarded a fine for a picket with a quote from Faina Ranevskaya near Smolny (see those whose orientation cannot be called). If this court considered it propaganda among minors, then gay praid why do St. Petersburg officials do not take for such?
Activists in a message on the submission of a gay pride wrote about the intention during the action “to demand the need for legislative consolidation of the prohibition on discrimination on the basis of sexual orientation and gender identity, as well as the prohibition of hatred and investigation of hatred against LGBT as a social group”. That is - formally, young people seem to be “in their faith” will not turn and there is no reason to prohibit. Well, except for the arguments “Children can see it” and “it's still propaganda”.
In the end, it was possible to declare that all the places declared by the LGBT group “equal rights” are already occupied by some pensioners or youth movements, who managed to submit an application exactly two minutes before LGBT activists. Practice is also known from the "bulldozer exhibition" and now widely used in Moscow.
It is also possible the option of "the authorities were frightened by public pressure and notorious glory at the federal level." The deputy of St. Petersburg Zaks Vitaly Milonov, who actively advocated for the “anti-Giyan” law, recently even a “silver fecal” was awarded (the prize was previously awarded for “the most dubious achievements in the world of show business”, but this year the subject was mainly political), and then “deputy of the Legislative Assembly” was also depicted in colors.
You can suspect the authorities of cunning wiring. Participants will gather for the action and they will find themselves in posters of “propaganda” content, say, delay and finish. Or the “general public” will be outraged by the decision of the authorities and the action will still be banned by going “towards the wishes of citizens”. A mass is in the power of tricks for unpleasant people.
But rather, here we are talking about imperious stupidity. Before the elections in the protest Peter, the antigen initiative could still be rationally explained by the desire of United Russia to change the agenda (see Blue Political Technology ). However, the adoption of the law itself was unnecessary and even harmful. The image of the tourist capital of Russia is spoiled, the new Governor Poltavchenko turns out to the “strangler of freedoms”, the costs in the European Court of Human Rights may be much more painful from violators of fines (and the chances of winning the courts against homosexuals in Russia in Russia are extremely small), almost all the leading Dipeling of the West was condemned and so on.
In addition, homosexuals are far from the first order for the Russian authorities.
Consistently to practice St. Petersburg law or, as the speaker of the Federation Council Valentina Matvienko proposed, to accept it at all at the federal level - this is all fraught with risks, created by their own hands and from scratch.
Therefore, it must be assumed, the conduct of a gay pride could be allowed. However, the motivation of the authorities will become clearer in the near future-Gay Prade is scheduled for July 7. Unless, of course, the authorities do not create the next non -rational explanation of stupidity.
