The draft amendments to the capital's Code of Administrative Offenses were submitted to the Moscow City Duma by the Department of Transport of the Moscow City Hall. New fines for traffic violations

Earlier, the head of the city hall's transport department, Maxim Liksutov, promised that citizens who own an apartment inside the Boulevard Ring will be able to enter the license plates of their cars into the city hall's database and not have to pay for street parking. The president of the Moscow Collegium for the Legal Protection of Car Owners, Viktor Travin, considers the new fines of the mayor’s office “a complete violation of the rules of law.” “When you enter a paid parking lot, you essentially enter into a civil contract with it, and violation of it cannot be punished administratively. It doesn’t matter whether the parking lot belongs to a private owner or the mayor’s office,” says Mr. Travin.
