UPDATE 11.00 Ministry of Emergency Situations : Report from the meeting of the Federal Operational Headquarters

During the meeting, Deputy Prime Minister for Social Affairs of the Government of the Russian Federation Olga Golodets instructed to take special control of the epidemiological situation in children's camps in the Krasnodar Territory, as well as control the evacuation from four camps. “Camps where electricity and water supply have not been fully restored are subject to evacuation,” said Russia’s chief sanitary doctor Gennady Onishchenko. In all other children's institutions the situation is normal.

Also, Health Minister Veronika Skvortsova said that residents of the affected areas have been informed about the possibility of recreational holidays with children.

According to the Ministry of Emergency Situations , as a result of heavy rainfall (96.4 mm of precipitation) in Gelendzhik, Krymsk, Novorossiysk and the villages of Divnomorskoye, Nizhnebakanskaya, Neberdzhaevskaya and Kabardinka, 5,185 residential buildings were flooded, housing 26,475 people (6,330 of them children), 2,035 courtyard areas, 7 socially significant facilities, energy supply, gas and water supply systems were disrupted. 23 transformer substations were forcibly turned off, leaving 28,927 people (4,020 of them children) in 7 settlements.

As a result of the emergency, 12,071 people were injured, including 146 deaths (5 of them from electric shock).

To combat the consequences of the disaster, according to the ministry’s website, 16 temporary accommodation points have been prepared. A thousand people (51 of them children) were evacuated to 13 temporary accommodation centers; the rest were placed with relatives. More than 700 people sought emergency psychological help. 320 people sought medical help, 48 of them were children.

In total, 2,906 people and 504 pieces of equipment were involved in the work to eliminate the consequences of the flash flood, including 1,169 people and 211 pieces of equipment from the Russian Ministry of Emergency Situations.

The day before, Vladimir Putin inspected the affected areas by helicopter . In Krymsk, the President held an operational meeting with the Governor of the Krasnodar Territory Alexander Tkachev, the head of the Krymsky District Vasily Krutko and representatives of departments involved in searching for victims and eliminating the consequences of the natural disaster.

Rostechnadzor representative Artem Plyushch told Putin that an unscheduled release of water from the Neberdzhaevsky reservoir, which could cause flooding in the region, is impossible and not technologically foreseen. According to him, if water reaches the maximum level from the reservoir, water drains naturally through overflow pipes and is not forced.

However, later the Investigative Committee published a statement confirming the release of water from the Neberdzhaevsky reservoir “in the usual, normal way.” “There was no overflow of the dam. Despite the fact that the normal mode provides for periodic small releases of water, it was established that this normal mode of operation of the dam did not affect the development of the tragic events. Putin ordered the start of payment of compensation: each family will receive material assistance for urgent needs in the amount of 10 thousand rubles, and subsequently - 150 thousand rubles for each family member in the form of compensation for property damage. Families that have died as a result of a natural disaster will receive 2 million rubles.
