Alexander Tkachev: Secrets of unsinkability

Governor Alexander Tkachev
The leader of the Fair Russia party, Sergei Mironov, at a meeting of the State Duma on July 10, addressed the head of state and demanded the resignation of the Governor of the Krasnodar Territory Alexander Tkachev.

The members of the faction also called for a thorough parliamentary investigation of the circumstances of the catastrophic flood in the Kuban , the victims of which, according to the latest data, were more than 170 people. Experts consider Tkachev’s resignation unlikely.

The meeting of the State Duma began in a minute of silence in memory of the victims of destructive flood in the Krasnodar Territory. The representative of this region Ivan Demchenko made a statement from the United Russia faction. According to him, the authorities during the disaster did everything possible:

- The Ministry of Emergencies until five in the evening of July 6, all enterprises notified the impending storm rains. As a resident of this area I want to say: every year this area is flooded, but there has never been such a rain for the history of the Kuban. The president of the country two hours after the tragedy was already in place, four hours later - he graduated from a meeting in Krymsk along with the governor of the Krasnodar Territory. If someone says that the authorities were inactive in place, then he is deeply mistaken. Headquarters were instantly created, and I myself personally participated in their work.

In response, the leader of “Fair Russia” Sergei Mironov turned to President Vladimir Putin with a proposal to resign the Governor of the Krasnodar Territory Alexander Tkachev:

- The city of Krymsk and the adjacent settlements have repeatedly become a flood zone, and the regional authorities had enough time to develop a set of protective technical measures to reduce this threat. The scale of the tragedy clearly showed the unwillingness of the authorities to protect the population from natural disasters. The regional leadership and responsible services, having received information about the impending disaster five hours before the flood, showed unforgivable negligence and the inability to ensure operational notification of citizens, which caused a large number of victims. The Fair Russia faction believes that the main reason for regular emergencies and large -scale tragedies in the region is the inability of the head of the administration, the governor of the Krasnodar Territory Alexander Tkachev to effectively manage the region entrusted to him. The Fair Russia faction appeals to the President of the Russian Federation Vladimir Putin with a proposal to delay the head of the administration of the Krasnodar Territory Alexander Tkachev for the improper performance of his duties, ”said Sergey Mironov.

Members of "United Russia" did not support the proposal of the resignation of Tkachev. So the head of the faction Andrei Vorobyov on the Duma sidelines accused colleagues from Fair Russia of trying to make political PR on the tragedy:

- None of the representatives of Fair Russia was not only in the Crimean district, but also in the territory of the Krasnodar Territory. Therefore, in order to demand and understand something, you need to be in the center of events, know, feel and understand what happened, ”says Andrei Vorobyov.

Vorobyov’s accusations are not justified, since Ilya Ponomarev arrived at the place of the tragedy in Crimesk from Fair Russia. It is also interesting that the State Duma speaker Sergei Naryshkin personally appointed Andrei Vorobyov the head of the parliamentary working group to investigate the circumstances of the flood in the Kuban even before the formation of its composition.

Director of the International Institute of Political Research , Yevgeny Mingchenko, considers the resignation of Alexander Tkachev from the post of Governor of the Krasnodar Territory is unlikely:

- I think that there are a number of arguments in favor of the fact that Tkachev’s resignation will not take place. The first argument is PR: the head of the Crimean district has already been defiantly dismissed, the "switchman" has already been found. The second argument is electoral: in October this year, elections will be held in the Kuban regional legislative assembly. It is clear that if the governor is removed before the elections, this will very seriously affect the controllability of political processes in the region. The third argument is managerial: in fact, the governor Tkachev on Vladimir Putin is quite good, is considered a strong leader of the region, and the Kremlin has no reason to resign it. Psychological argument: Tkachev has good personal relations with Putin. And the argument is political: given the fact that Tkachev’s resignation is demanded by “fair Russia”, no one will make concessions to her.

Evgeny Mingchenko also believes that Governor Tkachev now support more than 50 percent of the inhabitants of the Kuban.

Alexander Tkachev has been at the head of the Krasnodar Territory for 12 years. He was first elected the governor in 2000. Then the votes for him were cast by more than 82 percent of voters. In 2004, 84 percent voted for Tkachev’s candidacy. After the cancellation of the governor’s elections, he was twice approved at the head of the region head of state and the regional legislative assembly.

In the summer of 2005, Tkachev said that the Krasnodar city of Sochi will apply for the 2014 Winter Olympic Games in it. Before the 2008 presidential elections, some political scientists called Tkachev one of the possible successors of Vladimir Putin. In 2007 and 2011, Tkachev headed the regional list of candidates of United Russia in the Krasnodar Territory in the State Duma of the Russian Federation of the Fifth and sixth convocations. After the party’s victory in the election, Tkachev abandoned the deputy mandate in favor of other candidates from United Russia.
