Tatyana and Nikolai Chebokh, as well as their ten -month son, Ivan was not lucky: the medical unit No. 9, where Tatyana got a job with a red diploma of the neurologist 3 years ago and where it was still listed, from January 1, as well as the rest of the healthcare institutions (in all of them in Omsk 92), transferred from municipal property to the property of the subject of the Russian Federation. And it is difficult to say how many young families in Omsk lost their hopes for their own housing because of this.

“The conditions were fabulous,” says Tatyana. - The main requirement is to work out 10 years in the Gorestrave system. During these 10 years, it was only necessary to pay for the “communal apartment”, and then the apartment in which we live was transferred to our full use, it was only necessary to pay 10% of its price. I think that would be for us. In general, my husband and I were inspired then: we began to make plans, thought about the child.
He was born in May 2011. And when the baby was half a year, it became clear that the family had nothing to wait for: the medical unit passed from the municipality, who promised housing, to the regional department. In the personnel department, Tatyana said that the lists of the waiting list under the Young Specialist program were transferred to the regional ministry. It was answered there: “Given that, under the terms of the program, housing is allocated from residential premises owned by the municipality of the city of Omsk, you have the right to contact the administration of the city of Omsk”. The city administration answered as follows: “On the basis of the order of the Government of the Omsk Region dated November 2, 2011, the healthcare institutions owned by the municipality of the city of Omsk were transferred to the property of the Omsk region.
Taking into account the foregoing, the administration of the city of Omsk has no reason to consider the issue of inclusion in the list of residential premises of young specialists who do not work in municipal budget organizations of the city of Omsk ... Lists of young specialists who worked before January 1, 2012. In the field of the city of Omsk and who are participants in the program, the administration of the city of Omsk were sent to the Ministry of Health of Omskoye Omskoye Omskoye areas ".
Below the average in the hospital
Tatyana’s salary was 7 thousand rubles before the care of the child. Nikolai Chebokha is an engineer (graduated from OMGTU), works in a private company, his average monthly earnings - 9 thousand rubles. Of these, 8.5 thousand are given for an apartment - they rent a one -room on the outskirts of the city. And that was lucky, says Tatyana, cheaper than 10 thousand, it is difficult to rent.
“Our situation is dead -end,” Tatyana writes to the editorial office of Novaya. In the regional government, in order to replace the municipal program, she was offered a mortgage for young families, about which the governor reported to the President of the Russian Federation at one time. In the presentation of the regional chapter, it looked more attractive than on the website of the housing construction agency (AHS), which is part of the regional government structure. Leonid Polezhaev missed (or lowered) in that report a number of little things: for example, the fact that interest -free loans are issued, provided that 10% of the cost of housing are paid by their recipients themselves. Tatyana and the city hall proposed the same thing - with the only difference being that her loan was not interest -free, but irrevocable.
But this “governor's” loan cannot receive a family of Chebokh - it, like the vast majority of state employees in Omsk, does not fit into the residential programs of the regional government. To register, the family should have an income exceeding the cost of living for the amount that would allow paying a mortgage loan. Tatyana and Nikolai do not have such superpituals.
On the agency’s website, in the list of requirements for participants in targeted programs (including young, large families, doctors and teachers, combat participants, etc.), one of the main ones is solvency. It turns out that the social mortgage is designed not for real Omsks, but for the average. For example, the average patch of doctors in the Omsk region is 24.3 thousand rubles, and teachers - 17.5 thousand rubles. The teacher, part -time deputy of the rural settlement, Irina Drozdova told us that her acquaintances have no teachers and are close to such salaries. She herself, working at one and a half rates, receives 10 thousand rubles on her hands, her colleagues from high school sat down Verkhny Karbush - about the same. The governor's mortgage is inaccessible to them, since those who live with children have hardly reaching a minimum in the calculation of a family member.
In an interview with Medvedev, Polezhaev did not “load” the head of state with numbers, and he himself did not guess to ask how many state employees in the Omsk region received housing using the support of the regional budget. The agency of housing construction was answered by this question: since 2001, housing loans of various kinds have received one and a half thousand people. Pretty modest for the two millionth region. Who these people are difficult to say: information about borrowers is confidential. And in the free spaces of the forums and LJ, they write everything from which the impression is that this social project is designed for a certain layer of the population. In the lists of those who have the right to claim all types of benefits with mortgage lending, among other state employees are “ employees of state authorities, local self -government of the Omsk region”. And their solvency probably meets the requirements of AZHS.
