In connection with the disaster in the Crimean region of the Krasnodar Territory, the authorities again, like in the summer of 2010, when people had to fight terrible fires themselves, were faced with an abundance of volunteers. In this regard, the Public Chamber became more active in the person of its member, the head of the council “Russian Lawyers for Civil Society” Daria Miloslavskaya, who developed the concept of the bill on volunteering. True, Miloslavskaya explained to Kommersant that the final version of the concept was developed back in April 2012.
Miloslavskaya believes that in the matter of volunteering it is necessary for someone to be responsible for what is happening: “If we have special centers for the volunteer movement, then they will be responsible for what the volunteer did right or wrong. Of course, there can be no punishment for this, but there must be a legal framework for those who organize volunteer movements.”

The initiative, of course, was supported by United Russia. Vice-speaker from the faction Sergei Zheleznyak generously called on volunteer organizations “to calmly formulate proposals.” According to the concept, a volunteer must enter into an agreement with the organizer of volunteer activities. Volunteers, it turns out, act on behalf of legal entities. It is not yet very clear how this should happen: for example, a disaster happened, similar to the one that left thousands of people homeless and property, and responsive, caring people rushed to help, collecting everything they needed - so now this is not enough, they still have to sign a certain contract And what, does this mean, for example, that they will have to help people only in a certain neighborhood?

In general, it is clear that the authorities are afraid of any self-organization and want to control everything. Perhaps Miloslavskaya herself is motivated by good intentions and wants to somehow help the volunteers so that, for example, they do not spend extra money. But the indignation of the volunteers themselves, who are alien to any bureaucracy and for whom external control will only get in the way, is quite justified.
