I have known Dasha Miloslavskaya, the developer of the law on volunteerism that is at risk of causing a stir, from the time immemorial of early Open Russia. Smart and beautiful Dasha was constantly running around all our seminars. About 7 years ago, or even earlier, she complained that none of the NGOs was able to pay their volunteer assistants for tickets, lunch, or accommodation without it being considered imputed income to these people. And we have had many such stories when a person is ready to go somewhere to perform without a fee. You just need to buy him a ticket and pay for his hotel. But he will only have to pay income tax on the ticket and hotel. It is impossible to contribute with time and skill without this. This was Dashka’s idea, which served as the basis for the law on volunteers.
The fact that the authorities are trying to use an initially good intention for the black purpose of strangling any civil initiative is clear as daylight. Dasha Miloslavskaya with her old idea ends up among the enemies of freedom. She doesn’t like the law on foreign agents and other repressions, to put it mildly, almost more than we do. But the nuclear reaction has begun and it is impossible to stop it. Dashka is used in a black way. Poor, poor.
