What to do with future "former" after the decay of the regime

The decay of the regime, although it seems to be inevitable, is by no means quick, and modern macro -sociological concepts also talk about the need for fair efforts of protest groups, together with a number of crises (economic troubles, budgetary deficits, infrastructure and environmental disasters, geopolitical failures).
Nevertheless, the game from the series “How to divide the skin of an unbearable bear” has its meaning that has already begun at first glance. When and no matter how much the decay of the authoritarian and more and more repressive political system in Russia happens, the question will certainly arise for any new government: what to do with the “former”? The main thing at the moment is that threats and opportunities for the current functionaries - beneficiaries of the authoritarian regime - are the most important factor in the split of the elites necessary for the peaceful dismantling of the regime.
Let’s now imagine, without even bringing any digitalis, how many in today's Russia, not only in Moscow, but also “on the ground”, chiefs, officials, deputies, Feesbeshnikov, Eshnikov, prosecutors, investigators, judges, chairmen of election commissions, deduced “ideologists” and “businessmen”, their security services and other appended camarillai. These are millions of people with ambitions and some kind of managerial, political experience.
Moreover, they just, despite the relapses of the weld and the showdown, are very united as a special ruling estate , make up a dense network of kinship, fraternity, ties on study, service, etc. Replace them with “revolutionary sailors”? That is, the awakened "creative class"? To hope that the lustered estate of the “former” is not consolidated and will not return the power with the first serious difficulty of the new government (and they will be accurately, and unpleasant)?
What to do in such a difficult situation?
Firstly, games are games, but now it is necessary to focus on the terms and processes leading to the peaceful dismantling of the regime (mainly on the conditions of the split of the elites and the decay of the forced coalition of power structures).
Secondly, now it is to make a “expanded black list of Magnitsky” , including only those who directly participate in the wrong repressions, scandalously cruel sentences to the protesters, in voting for police repressive “laws”, who plays a leading, organizational role in the obvious suppression of civil and political freedoms, in the organization of falsification in the elections, etc. The defendants in this list (with sufficient indictments) await court claims in the future, and at least lustration (ban on profession, political activity, teaching).
Thirdly, for this list of other functionaries of the current regime, you need to make a list of obligations , something like the text of a new oath , the public signing and adoption of which (possibly, including video recording) will become a pass to the public and political life of the new society.
Probably, these should be different sets of obligations for deputies, judges, officials, media leaders, etc. But the essence of them is one - constitutional, that is, republican and democratic commitment to the principles of regular replacement of power on the basis of free and honest elections, obligations to support and protect the rights and freedoms of citizens, independence and justice of the court, etc.
It is clear that with fear they promise us anything (do not get used to scammers and hypocrites). The point here is not in honesty and moral repentance, but within the new framework and public control over their further behavior. The mechanism should be court claims. After any “puncture” (I tried to put on the press, ban a rally, persecute criticism, etc.), any citizen can file a lawsuit with a lawsuit about violation of specific norms of the Constitution and personal obligations taken. With proven guilt, the minimum punishment will be withdrawal and warning. With repeated violation or serious fault - already complete lifelong lustration.
When rejecting violence, revolutionary terror, the current power and prodigal layers, filled not only with crooks and thieves, but also holding, liar and frank “bandits in the post”, will represent huge problems and long, many years of headache for society, citizens, new government even with the most favorable development of events.
Understanding this, one should beware of the simple solutions “put on”: neither conciliation are correct (as to the Chekists and nomenclature in the early 1990s), nor the current chapcosa of “replace them”.
The bet should be made on the surgical department from power by lustration of only the most scandalous hopeless - current “activists of repressions”, and all the other “former” will need to be tried to integrate into a new - open, honest and competitive - political system, despite the fact that it is organically alien to them. Here you can only rely on the flexibility and adaptability of our people, including its specific part - bosses.
Only thoughtful management of threats and capabilities is able to cure this Soviet-Soviet “headache of Russia”.
