The police completed the investigation into the case of an ethnic organized crime group

As Kommersant has learned, the police have completed an investigation into the case of organizing illegal migration: the investigation believes that during nine months of last year, a group led by Almazbek Usonov (Almaz) helped foreigners fictitiously legalize themselves in Khabarovsk for a fee of 3-6 thousand rubles. Almaz and his alleged accomplices were charged under Part 2 of Art. 322.1 of the Criminal Code of the Russian Federation. However, the police are confident that the group’s activities were much broader, but the investigation was able to prove only part of the episodes.

As a source in law enforcement agencies told Kommersant, the police have completed the investigation into the case of an ethnic interregional organized crime group that helped legalize foreigners. According to investigators, from March to December 2011, Russian citizens Almazbek Usonov, Zulfiya Abytova, Baktyyar Batyrov and Kyrgyz citizen Zhuzbai Muratov, acting as a group, ensured the illegal stay of “at least 15 foreign citizens” in Khabarovsk. Investigators believe that the defendants placed them on fictitious migration records, gave them fake date stamps in their national passports, and provided them with new migration cards without actually crossing the Russian border. All four were charged under paragraph “a” of Part 2 of Art. 322.1 of the Criminal Code of the Russian Federation (organization of illegal migration by an organized group), which provides for up to 5 years of imprisonment with a fine of up to 500 thousand rubles.

Police say the alleged leader of the criminal group, Usonov, also known to police as the informal leader of the Kyrgyz diaspora, found a foreigner in Khabarovsk without a visa whose 90-day stay in Russia was expiring or had expired. Subsequently, Usonov offered the foreign citizen to legalize his further residence in the Russian Federation for money. Members of the organized crime group established the following prices for services: the cost of a stamp in a passport was 2.5-3 thousand rubles, together with migration registration - 6 thousand rubles. For urgency, you had to pay an additional 3 thousand rubles. Usonov mailed a package of documents received from a foreign citizen ready for a criminal transaction to Abytova in Novosibirsk. There she personally handed over the documents to another resident of Novosibirsk, Batyrov. He, in turn, handed over the papers to an unknown person, whom the Novosibirsk police are now identifying. The accomplice, who had seals for the stamps, put date stamps in the passport and in the new migration card, which was supposed to indicate that after 90 days the foreigner allegedly traveled to his native state and returned to Russia. Then Batyrov or Abytova sent the stamped papers by mail to Usonov back in Khabarovsk. During a personal meeting, Usonov handed over an updated package of papers to Khabarovsk resident Muratov, who was responsible for migration registration.

As indicated in the case materials, Muratov was looking for citizens of the Russian Federation who were ready for a modest sum of 500 rubles. or in exchange for food, register foreigners in their homes (usually in private houses), so that visitors can then register. A few days before going to the Federal Migration Service in the Khabarovsk Territory to complete the procedure, Muratov bought a ticket for the route from Obluchye to Khabarovsk and attached it to the finished package of documents. This was done to mislead the migration service employees. They were under the impression that the foreigner had arrived in Khabarovsk no later than the one-week period during which the foreign citizen was required to register. According to the investigation, Abytova received the criminally obtained fees through non-cash payments using a Sberbank card, and Usonov, Batyrov, Muratov and an unidentified perpetrator took the money in cash.

According to Kommersant’s source in the security forces, the 15 identified episodes in the case are only part of the total mass of similar operations committed by the group. The remaining cases, about 30 in total, the law enforcement officer complained, simply could not be proven. “While in Novosibirsk the detention, investigation and conviction of persons involved in illegal migration are on a stream, in Khabarovsk foreigners who want to register illegally allow themselves to openly admit that fictitious legalization is normal,” noted an informed source .

The case of the organized crime group has already been sent to court, the authorities reported. The date of the first meeting has not yet been announced. In the criminal case, 15 foreigners who used the services of accomplices are still being tested as witnesses. If it is proven that illegal migrants presented false documents, they may be charged with Art. 327 of the Criminal Code of the Russian Federation (forgery, production or sale of counterfeit documents). According to investigators, the actual number of people who received documents in this way is at least twice the official figure.
