
Back in 2002, the flood deprived Mikhail Bahirev and his wife’s wife. Then, to help the affected families, the administration allocated money from the budget and offered a choice: either with the help of the administration, restore the house, or receive monetary compensation. Bakhirevs decided to restore the house with the help of the administration.
Among the construction organizations caused by the destroyed houses, they held a competition. The winner turned out to be a goal LLC. We concluded a tripartite agreement - between customers, administration and company. However, Mikhail Bakhirev, this company, according to him, “brigade in three stools,” did not inspire confidence.
The city administration acted as a controlling party. At the same time, Mikhail Ustinovich told Radio Liberty that in the process of construction, the administration officers persistently advised them to quickly sign documents, although the builders were in no hurry. Meanwhile, Bakhirev said: if all the documents are signed, then there is nothing to be afraid, the money will not go back to the budget.
However, as soon as the last amount of money was transferred to the company's account, the builders disappeared. And there were Bahirevs without home and without money. Instead of home - only a "roof box".
According to Mikhail Bakhirev, even at the construction stage, he repeatedly wrote to the prosecutor’s office about violations that they were not shown design and estimate documentation. However, the prosecutor's office rejected all the claims: there are no violations. In the end, it was possible to prove that the violations are available. The criminal case was opened, but, as Bakhirev says, the case cannot go to court:
"For 10 years they drive the case from the prosecutor’s office to the investigator, from the investigator to the prosecutor’s office. The investigator closes, I am contacting the prosecutor's office. The prosecutor's office resumes again ..."
All these years, the Bakhirev family rented an apartment.
In July 2012, Krymsk was flooded again -the unfinished Bakhirekh house was flooded, and a rented apartment in which all things disappeared. Mikhail Bakhirev turned to the administration for help. And he received the answer: "Those who restored at home, although they did not finish them, do not fall into any lists. The house is not handed over, not registered. Go to court."
Now Mikhail Ustinovich and his wife live in an evacuation center in the kindergarten. To find out why they are refused to provide new housing, Radio Liberty correspondent appealed to the administration of the Crimean district. However, the conversation was short:
“We have been working only since 2006. We can’t say anything by the flood of 2002,” answered the head of the reception.
Social Security officers of Crimea, into which the head of the reception was redirected to us, immediately redirected the RS to the same administration.
Trying to understand this matter, the RS correspondent sent a list of questions to the Crimean inter -district prosecutor's office. There was no answer. The prosecutor’s phones are muffledly busy.
In anticipation of a response from the prosecutor’s office, Bakhirev was informed by the RS that they were still put in the queue for housing. Their number 4022. It remains to hope that you will not have to stand in this line for another 10 years.
