Today, in the latest issue of the Nasha Versiya newspaper, my article about the “ER” public reception rooms was published:

It turns out that turning to the United Russia party for help is sometimes... unsafe! Of course, this does not apply to those people who know how to restrain accumulated emotions without pouring them out on paper, and those who are well versed in all existing codes and laws of the Russian Federation. The rest should think twice before telling the authorities about painful issues. Otherwise it may backfire. And quite a weighty side, which will cost 40 thousand hard-earned rubles.

A few days ago, a correspondent for the Nasha Versiya newspaper discovered a very interesting cassation ruling by the civil panel of the Saratov Regional Court from 2011. The document deals with the consideration of the complaint of the defendant (let's call him “Mr. A”) against the decision of the district court, which was made a month earlier in favor of the plaintiff (“Mrs. R”). Below is the essence of this curious matter.

Mr. A, filled with righteous anger and desperate to find justice for, as he believes, the negligent chairman of one of the Saratov HOAs (which is Mrs. R), decided to write about the outrages happening to the Central Executive Committee of the All-Russian political party "United Russia", that is, to Moscow. Our hero outlined his vision of the situation very, very sharply, harshly, in the form of a crime report. He told the leadership of the “party in power” that Mrs. R is listed as the head of several homeowners’ associations and is deceiving citizens by collecting money for repairs without actually carrying out such repairs... And further in the same spirit.

Employees of the federal executive committee of United Russia, without hesitation, redirected this appeal from Mr. A to the regional public reception of the party chairman in the Saratov region. Local leaders didn’t think long about this - they forwarded the document to one of the police departments, as well as to the head of the Saratov administration. City administration employees redirected the citizen’s appeal to the district administration. In addition, somehow our hero’s message ended up in the possession of a certain deputy of the Saratov Regional Duma S.

Thus, the party members, who could well have limited themselves to redirecting the crime report to the police - the only body that is authorized to consider such statements, organized a kind of spam mailing. As a result, the offenses allegedly committed by Mrs. R became known to a large circle of people, and the above-mentioned statement of claim was born.

The plaintiff demanded from the defendant a tidy sum of 100,000 rubles for her violated honor and dignity, and also stated the need for a refutation “by bringing to the attention of the head of the administration of the municipal formation “City of Saratov”, the head of the administration of the Leninsky district, the regional public reception of the chairman of the United Russia party ", Deputy of the Saratov Regional Duma S. open letter."

As a result, the trial court agreed with Mrs. R on almost everything. Only the amount of compensation was reduced to 20 thousand rubles, plus the costs of a lawyer and all sorts of fees (total more than 40 thousand). And for some reason, the mysterious deputy S., who no longer appeared in the final conclusions of the court, was removed from the demand to refute the information. The cassation court upheld this decision.

It is interesting that neither the district nor the regional courts in their decisions and rulings on this case remember the Central Executive Committee of United Russia, where the only appeal was sent, which received further distribution from the hands of party members. That is, it turns out that neither the plaintiff nor the court consider the sending of an appeal to the federal office of United Russia to be the dissemination of false information, and the honor and dignity of Mrs. R suffered solely in the process of reading the citizen’s application in other government bodies? Those bodies to which United Russia members themselves forwarded the paper...

To be honest, it may seem that the role of party members in this matter is quite obvious - distributors of false information. After all, it was at the instigation of United Russia that Mr. A’s “cry from the soul” directed at them became so widespread in the Saratov region. Here we involuntarily recall another trial that ended in February 2010 - a dispute between the regional branch of the United Russia party and the Kommersant publishing house, where the defendants, in addition to Kommersant, were newspaper correspondent Tatyana Nikitina and the former Minister of Public Relations regional government Ivan Bryantsev. Then the party members were offended by the publication with a sharp comment from the ex-official concerning the allegedly absent reaction of members of the regional branch of United Russia to articles in pro-party newspapers that were anti-Semitic.

Initially, representatives of United Russia demanded a refutation from the publishing house, and 500,000 rubles each from the former minister and journalist. However, the plaintiff subsequently abandoned his claims against Ivan Bryantsev, and only the distributors of his commentary were tried - the newspaper and Tatyana Nikitina. Tried, tried and convicted. True, the amount of compensation was sharply reduced - to 20,000 rubles, but the fact remains: it was the distributors who became the extreme, and not the source of information. In our case, it turns out the opposite is true.

The Nasha Versiya newspaper correspondent asked quite logical questions. Are there any internal regulations, rules, etc., in all the various reception offices of the United Russia party that would regulate the work with citizens’ appeals? After all, as can be seen from the above case with Mr. A, party functionaries with their good intentions may well pave the “path to hell” for people and not always turning to United Russia members can result in a solution to the problem (in our particular case, these problems only increased for the citizen). In general, does the “party in power” have an idea of ​​what citizens’ appeals should be redirected and where they should be redirected if the United Russia members themselves cannot do anything on the issues asked?

To get answers, we turned to the regional reception office of the party leader, which is still headed to this day by the Minister of Social Development of the Saratov Region Larisa Kolyazina (at least that the head of the reception office is Larisa Viktorovna, employees of this organization are sure), and in the press service of the Central Office of "ER" in Moscow. In both places, the correspondent listened carefully, wrote down questions, the essence of the problem, contact information and promised: “Our specialist will contact you in 15 minutes.” This was last Monday, and today is Friday. And we still believe in the promises made by the party representatives, and we wait for “15 minutes,” just as the population of the country believes the election slogans of United Russia members, electing them to all possible representative and legislative bodies of power in Russia from time to time.

So until our publication waits for a response from party members, we would recommend that citizens refrain from rashly contacting United Russia for the sake of keeping money in their wallets. Of course, there is a possibility that the incident with Mr. A was an accident, but, as they say, God protects the best.

PS By the way, just a few days ago, another appeal sent to the United Russia party leadership in March of this year received wide publicity: a resident of the city of Engels asked United Russia members to carefully study the materials she had collected regarding the charging of charges for the supply of electricity to public places (POPs) and other housing and communal services problems, “which plague not only our home, our city, but also, it seems, the whole country.”

At first glance, the treatment is quite ordinary. Problems in the housing and communal services sector have long been on a par with two other eternal Russian problems - fools and roads. However, already in the third paragraph of this letter the reader begins, let’s say, to understand something:

“I (so-and-so, so-and-so, living there - approx. author) my Spiritual Teacher “Nikolai - the Pleasant - the Wonderworker” (pseudonym)...”

Further we learn that the Teacher, who took such a discreet pseudonym, revealed to the Pokrovsk woman “clairvoyance” and, importantly, “clairaudience”, thanks to which she figured out the causes of problems in the housing and communal services sector. However, nothing is said in the appeal about the results of the research of the teacher-gifted citizen. But there the secret of the origin of the spiritual mentor is revealed: in fact, he is the commander of the crew of the first three spaceships, which arrived God knows how many hundreds of years ago from the “planet Sirius”. And in general, all of them are not people, but GODS, informing high-ranking party members about the “ARMAGIDDON” that has begun in Russia, through which it is necessary to go through in order to find stable economic growth and a soul mate...

Just wondering where United Russia will redirect such an appeal? Based on their logic (a letter about possible theft in the HOA was sent to the heads of city and district administrations), the guest’s appeal from the alpha Canis Major must certainly land on the desk of the governor of the Saratov region Valery Radaev, who, among other things, is the secretary of the political council of the regional branch of “United Russia” .

Well, all that remains is to wish Valery Vasilyevich to successfully complete his “ARMAGIDDON” together with “Nicholas the Pleasant - the Wonderworker” (pseudonym). After all, the new governor will still need stability and a soul mate.
