
Who will be responsible for those who died in Crimean? Municipal officials, there are no other guilty ones yet and, apparently, will not be. This is one of the three main scenarios of the guilty of the guilty after any disaster. Polit.ru decided to figure out: who exactly most often bears responsibility for natural and technological disasters.
When something explodes in Russia, drowning or burns, there will certainly be responsible. Because without responsible disasters - even exclusively natural property - cannot be. People were injured, it means someone who was supposed to protect them did his work, to put it mildly, not in the most proper way.
So, following the results of the tragedy in Crimean (see the Crimean case - the dark case) the first suspects have already been detained from among the “responsible comrades”. “Officials, in whose competence, the issues of warning of the population are located should be responsible,” says Alexander Tkachev, governor of the Krasnodar Territory. As you can understand, the governor does not feel any guilt. But three district officials were detained at once: the mayor of Krymsk Vladimir Ulanovsky, the head of the Crimean district Vasily Krutko and the main in the vicinity of emergency situations Viktor Zhdanov. These people will now be responsible for incorrectly appreciated the scale of a possible natural disaster and did not notify the population.
Tkachev, of course, did not bother here. President Vladimir Putin a week ago promised the victims that officials guilty of tragedy "would be held accountable in accordance with the law." Now the responsible ones have been found and it is unlikely that their circle will be seriously expanded.
About the same story took place during the previous flood in the Kuban in 2002. The mayor of Novorossiysk Valery Prokhorenko, who received 3.5 years conditionally “for negligence”, turned out to be responsible. Again, not a governor or one of the regional (not to mention federal) officials.
The question "Who should be responsible for the disaster?" - The subject is almost philosophical. In some hot goals, Putin is to blame for the death of the Kursk submarine in everything. Or Chubais with Gaidar - to taste. There are several basic scenarios “The search for the guilty and punishment of the innocent”.
He was just revealed in the situation with floods in the Kuban: higher officials simply lower the responsibility down the “vertical of power”. Putin demands to figure it out (well, he did not heal the inhabitants of Crimesk and Novorossiysk, he, maybe, has not yet known about the existence of Crimean). Tkachev demands to figure it out. Of course, he knows everything about Krymsk, but he really does not want to substitute because of him and become a “sacred victim” of the disaster. And the municipal municipal weaknesses, which turned out to be “extreme” or even “switchmen”, suffer.
After the disaster, some apparatchiks, trying to wipe representatives of another bureaucratic clan from the “feeder”, begin to swear to the authorities at competitors. The attack against the background of the disaster has, on the proposal of the bureaucracy, more chances of success.
Let's say, as a result of the disaster at the Sayano-Shushenskaya hydroelectric power station, which claimed 75 lives in 2009, he lost his chair and. O. The Chairman of the Board of RusHydro Vasily Zubakin, who was replaced by the then head of Inter RAO Evgeny Dod. That is, a person who worked under the patronage of Anatoly Chubais was replaced by one hundred percent Sechinsky scenes. The same fate also befell the Deputy Minister of Energy of Vyacheslav Sinyugin, who was close to Chubais, in the past, a member of the reign of RAO UES (see also a measure of irresponsibility ).
A similar situation with an earthquake on Sakhalin in August 2007. It claimed 2 people and cost the governor's chair Ivan Malakhov, whose replacement was searched for a long time. Instead, Alexander Khoroshavin, close to Rosneft, was appointed.
However, the attack, even against the background of a disaster, is far from always effective. After the accident at the transformer in Chagino, who left half of Moscow without light, Anatoly Chubais immediately took the attack by Yuri Luzhkov, Oleg Deripaska and other critics of the energy reform “according to Chubais”. Putin Chubais publicly reported, but the head of RAO UES preserved the post and brought the reform to the end.
Our business is indeed not the most socially responsible and on all sorts of, even reasonable, restrictions often spit. Which really leads periodically to tragedies with dozens of corpses. However, any first -person statement about the need to “urgently eliminate” is the reason for the actions of numerous interests from among competitors in business or ordinary supervisory officials. After all, you can arrange a real redistribution in the market or just profit from private traders
So the fire in the Perm Club “Lame Horse”, which claimed the lives of 156 people, entailed large -scale checks of clubs and restaurants authorized by the prosecutor for fire compliance (see the fried horse clashed ). In Moscow alone, dozens of establishments were closed before the New Year, which promised restaurateurs serious losses. However, magically, most of the establishments managed to eliminate violations even before the “corporate suffering”.
Another example of “improving the social responsibility of business” is the consequences of the Yak-42 disaster near Yaroslavl with a team of local hockey “Lokomotiv” on board. The catastrophe turned into a virtually obscene industry in favor of large air carriers. Shortly after the tragic events, the requirement for each airline was introduced since 2012 at least 10 of the same side with the number of seats of more than 55, and since 2013 at least 20 aircraft. The motivation was iron: a large company will better monitor the state of its sides. Only the reason was, as the investigation established, in the technical error of the crew.
All these options for “detection” are indicative in two points. The degree of responsibility of specific persons is not related to the number of dead, and in any of the options for disaster (not counting the three employees of the fire inspection in the Lame Horse), security officials are not responding. Apparently, one should not wait for this in history with a flood in Krymsk.
As it seems, the system of “searching for the perpetrators” (which, of course, is necessary) gives little to solve problems identified during any catastrophe. And it is difficult to say whether the forests will soon light up in the suburbs, despite the fact that the governor there is now a specialist in the elimination of disasters.
