Until he looked at the website of the Ministry of Finance of the Perm Territory and has not analyzed some figures.

The numbers, by the way, are completely open. They were publicly reported and published in the form of a presentation by Ms. Antipin, recently re -re -re -re -amended by the Minister of Finance. This, by the way, is the same minister who decided to arrange a holiday for herself and her colleagues , for a budget account, of course. For some modest budget 610 thousand rubles. For the minister, of course, this is not money. She operates with other numbers. Here, by the way, are the numbers:

Officially, this sounds like this: “If 2010 was completed with a budget deficit, that is, expenses exceeded income by 8 billion rubles, then in 2011 the situation changed dramatically: income exceeded the costs of 200 million rubles. Perm Territory - the only Volga and Ural districts close to us in terms of budget structure, and the financial year with the proceeds with the proceeds”.

I translate into an understandable language - everything is fine with us, we earn more than we spend. That is, “Our Earth is plentiful and there is order in it”. A good result agrees. I wonder how it happened?

I put forward the obvious two hypotheses:

1) we began to earn more;
2) We began to spend less.

If you look at the difference in income and expenses not in consolidated (regional+municipal budgets), but only in the regional budget, the situation will be much more deplorable. 2) the Perm Territory gets out of the financial pit in which it is due to the current reduction in part of the costs. This reduction does not occur due to real “savings”, but by non -fulfillment of individual articles of the budget.
3) expenses are reduced due to social articles (healthcare, housing and communal services, social policy, road construction in rural areas).
4) the reduction in expenses for the state apparatus and other “non -social” articles are insignificant.

I translate: "Our land is not abundant and there is no order either."

Well, we can’t afford the iPad for deputies for 2 million rubles of ZakS and BMW 535 for the chairman of this ZakS for four million rubles. And even a holiday for Mrs. Antipina for 610 thousand rubles we cannot afford.
