A curious case that is engaged in Rospil :
Bidding in Yekaterinburg for the sale of federal property - 5 non -residential premises - objects of cultural heritage of federal significance.
A little non -core for us is a thing: this is not about how the state spends money on new property (service), but for what money it sells what it has.
So:
An announcement of the sale of cultural heritage objects in the center of Yekaterinburg was made in November last year in the magazine Stateistress:
Full text of messages about the conduct of auctions.
An elementary, but effective trick was applied here: the points of the information message did not comply with the law and were written by the seller specifically, so that it was easier to frustrate later. With the reason for the "non-compliance with the requirements of the information message", the seller of property (FSUE FT Center) and rejected most of the applicants without allowing them to participate in the auction.
For example, for auction for the sale of one of the objects of cultural heritage - non -residential premises with an area of 112.1 sq. M, out of 20 applicants, the seller rejected 13, and allowed only 7
About the same situation with refusal to participants for participation and on

As a result, all 5 auctions were carried out only among the admitted persons (read dummies) and objects have gone at the minimum cost, much lower than the market.
Well, then, everything according to the debugged scheme: on the same day, the seller and the winner entered into a contract of sale of premises, and then the new owner immediately submitted documents for registration of their resale.
Good business "I can win auctions for the sale of state property."
More information about the situation with bidding can be read in the material of the "new region"
It is interesting that the auction was held in December 2011, and already in January 2012 the same members of the commission came across a commercial bribery and are now a message on the website of the IC of the Russian Federation
The applicants who were refused to participate in the auction began to appeal the illegal actions of the commission in the FAS Russia and turned to us in Rospil.
We jointly passed after a few meetings of the Moscow OFAS Russia, new considerations of cases were scheduled for August 22. In addition, claims on the abolition of trading and sale and sale and sale agreements for all 5 lots were sent to the Moscow Arbitration Court (at the location of the defendant). As an example - one of the claims
We will seek the abolition of Mukhodny, and at the same time we study the new topic for Rospil: Sale of State Property. There is a complete trash and no one is doing this.
