Kuban Governor Alexander Tkachev, at an extended meeting of the board of the Main Directorate of the Ministry of Internal Affairs for the Krasnodar Territory, explained why a “Cossack police” was being created in the region.
Let us recall that the ataman of the Kuban Cossack army, the vice-governor of the region Nikolai Doluda, approached the deputies of the Legislative Assembly of Kuban with a proposal to create a “Cossack militia”.
According to the decision of Governor Alexander Tkachev, from September 1, about 1 thousand Cossacks will take part in law enforcement activities on an equal basis with police officers. Cossacks will serve only in Cossack uniform and only together with employees of internal affairs bodies.
As A. Tkachev explained on August 2, one of the goals of the “Cossack police” is to prevent the mass resettlement of representatives of the North Caucasus republics to Kuban. In addition, the head of the region believes that the Cossacks will be able to do things in law enforcement that are not recommended for police according to the norms of civil society. At the same time, he emphasized the need to remain within the framework of federal and regional laws.

We deliberately embarked on this project, an experiment. For the first time in Russia, Cossack squads will be created - 1 thousand Cossacks will help restore public order in our region.
You know, this is not a whim, or we just wanted it that way, or we are following fashion trends. No and no again.
You see that over the past 10-20 years we have been consciously supporting the Cossacks, this is our culture, traditions, songs. By and large, not even a hundred years have passed since the Cossacks lived on Kuban soil. But the Cossacks are a people, like Russians, Tatars, Mordvins, etc. These are the people who are part of the Russian Empire. Then he lost this status, no one claims to return, but nevertheless... It was its own mentality, culture, customs.
This land, by and large, did not belong to the Russian Empire, it belonged to the Caucasian peoples, the Circassians. Then she came under the influence of Turkey, and Catherine II was forced to compromise with the Zaporozhye Cossacks - quite independent, free people, farmers, free, strong, sovereign. These are our ancestors, their blood flows in our veins. It was from them that “For the Tsar, for the Faith, for the Fatherland” came. They plowed the land and worked, not sparing themselves, for their family; they had allotments. At the same time, when the bugle sounded, when necessary, they stood in ranks, mounted horses and went on campaigns far beyond the borders of the region.
Therefore, this land - a glorious piece of land in the south of the Russian Empire - became part of our great country. If Peter I mastered the European expanses, then Catherine, through the Cossacks, mastered the South of Russia. And this is land, grain, bread, prosperity for the native country.
Only 100 years have passed - negligible. And this people has the right to exist, to live on this land and, most importantly, to protect it. Because if you and I don’t constantly talk about it, write about it, talk about it, then we will simply lose our originality. We will cease to be a community, we will cease to be a region that independently maintains order, values its traditions, is responsible for its actions, and has a high level of patriotism. This is fundamentally important.
I will make the following observation. There is the Stavropol Territory - our neighbors, our brothers, and we see how much the sense of community, solidarity, etc., has been lost there. cultural heritage.
And these lands can very easily veil other peoples. First of all, Caucasian nationalities. Due to the fact that they are close, they are being integrated into the Stavropol region. And today we see that the quantity of immigrants (this includes business, the economy, and family ties) is turning into quality. And, by and large, the Russian part of the population already feels uncomfortable there.
The once people who, in fact, created and conquered this fertile, hospitable region with its traditions (including Cossack ones) are losing ground year after year.
And today I thought and reflected that we will still have time: between the Caucasus and Kuban there is a filter - Stavropol. But now I see that he is not there. The next ones are you and me. And who will be responsible when the first blood is shed here? When will interethnic conflicts begin? And sooner or later it will happen. I say – quantity turns into quality.
We see this in Yugoslavia - Albanians, Croats... At first there were 80% Croats, 20% Albanians. Then everything turned out the other way around, literally 50 years later. They began to destroy temples, their own culture and religion began to dominate, conflicts began, squeezing out, blood, a small war, a big war. And that’s all - no country, no people, thousands of refugees around the world, etc.
I don't want to be dramatic and I hope it won't be like that. But today (and maybe even yesterday) we must defend our independence, our foundations and traditions in a new way. And the ratio of the Caucasian peoples, which have traditionally developed here (these are Armenians, Circassians, Dagestanis), in proportion to the Russian people, the Slavic people.
This suits everyone, incl. including national communities. They understand perfectly well that they are integrated into Russian culture, they feel comfortable, many do business here and have their own income. They understand that migration from other territories, dominance and increase in the population of one or another nation will hinder them. They are also afraid of it. Those people who have traditionally lived here for 100, 200, 50 years.
And I’m not saying anything so seditious. I defend the interests of both the Russian people - the majority, 80% of Kuban, and multinational peoples (the Caucasus and not only the Caucasus) who live in our region.
This balance has developed over years, decades, centuries, and we must appreciate it. If it is skewed - sooner or later, either the Cossacks, or any other peoples will begin to declare themselves, begin to speak loudly, and do something - this means that a conflict may occur.
The capabilities and rights of the police and the entire law enforcement system of the region and the country are quite high, we understand perfectly well. But there are also limitations - especially since we have seen, in recent years, in democratic conditions, an increased attitude towards human rights and civil society. What was forgiven to a policeman yesterday is not forgiven to a policeman today. And the administrative machine works, among other things. and against you.
In many ways, this is done for the sake of “clarity”, for the sake of fashion, but this, of course, destroys certain principles.
I don't entirely agree with this statement. If we destroy the authority of the police and its essence, if we humiliate an ordinary policeman, sergeant or general (sometimes in vain, sometimes for good reason), then all of us - ordinary citizens, the majority - will suffer. And who will protect us, who will follow us, who will stand up for us? This is also the reality of today.
Therefore, when the Cossacks stand with you in defense of our Fatherland, law and order is a serious shield. Nobody wants to fight with the people. When we come to the Caucasian republics or Europe, we always try to adapt to their life principles and foundations: we don’t speak our language loudly, we don’t do any inappropriate actions in order to be invisible. This is normal civilized human behavior. But we see how our guests behave completely differently - especially on the coast. They can turn on national music and drive along the embankment, where driving is prohibited, to attract attention. Behave arrogantly and cynically.
We understand perfectly well: it is useless to fight with the people, everyone is afraid of it. Therefore, when the Cossacks are next to a representative of law and order, with the police, then you will feel more confident.
What you can’t do, a Cossack can do. To a certain extent, at the everyday level, at the subconscious, at the conceptual level.
Thus, I am sure that we have no other way - we will squeeze out, restore order, ask for documents, deal with migration policy (where did we come from, why, etc.). So that those who are simply trying to come here “for the fool”, to stake a claim, to engage in provocations or illegal business, understand that it is better not to go to Kuban. Here are the Kuban people, here they have their own laws, here they are quite tough guys. There is a working police force, there are Cossacks, I’d rather go to another place. This is how we must act: firmly, decisively, based on the laws of the region and the Russian Federation. But systematically and consistently, throughout the clearing, in all the cities of our region. Especially, of course, it concerns the coast, where we especially see this imbalance, we see these trends, and the number is growing every year.
Therefore, deliberately: a thousand Cossacks, 650 million rubles during the year. Salary is about 20-25 thousand.
You don’t push them away from you, but draw them into your “faith.” They are also your protection. In this way we will increase the number of people who must control our region.
