Emergency warning systems in a number of regions in the south of Russia are simply absent due to theft of budget funds allocated for these purposes, the Prosecutor General’s Office found out after catastrophic floods in the Kuban.

At the same time, systematic measures to combat the numerous facts of inappropriate expenditure and theft of funds intended for the development of emergency prevention systems are not accepted, said the deputy industry of the Russian Federation in the Southern Federal District Sergey Vorobyov at a meeting of the board of the Prosecutor General’s Office.

Earlier, the head of the Investigative Committee, Alexander Bastrykin, reported to President Vladimir Putin that there was practically no system of warning the population about emergencies in Krymsk, so so many people died there.

In total, over the past year and a half, according to the Ministry of Emergencies, 46 emergency situations occurred in the Southern Federal District, as a result of which 194 died and more than 61 thousand people were injured, and the total amount of material damage exceeded 1.2 billion rubles, the deputy prospector noted.

This is not counting the damage from the July flood in the Krasnodar Territory, which is still counting, he agreed. And there only almost 4 billion rubles have already been paid from the budget to restore injured areas.

At the same time, according to him, as checks show, local authorities in the Krasnodar Territory and the Rostov Region do not always take measures to notify the population about emergencies. According to the results of inspections of security measures at potentially dangerous facilities and warning systems of citizens, more than 50 officials received disciplinary sanctions, Vorobyov said.

The prosecutor’s office continues to check hydraulic structures in the district, many of which do not even have owners, as well as checking in the departments of Rosvodregrodrodrodernadzor, he added.

At the same time, the total number of violations in the field of protection against emergencies in the Southern Federal District has sharply increased recently: if 4.3 thousand violations were identified last year, then only in the first half of this year - already 4 thousand, Vorobyov emphasized. According to him, 1300 officials were brought to disciplinary liability, 1500 to administrative.

Fraudsters are trying to receive compensation instead

Meanwhile, the Prosecutor General’s Office reports that the prosecutor's office in the Crimean district of the Kuban suppresses attempts to receive compensation under fake documents intended for the injured, as well as unreasonable payments to citizens who are not injured, and double accrual of funds.
