The audit showed that the leaflet layout posted in the Internet contains obviously false information about the organization of its issued and on the relationship of indicators of the growth of tariffs in the housing and communal services in certain regions from the indicators of the number of votes received by the United Russia party in the State Duma elections to the State Duma of the Federal Assembly of the Russian Federation.
In addition, the information contained in the leaflet is aimed at inciting enmity and interethnic growth between residents of various constituent entities of the Russian Federation, and also contribute to the formation of intolerance to residents of the Republics of Dagestan, Ingushetia and Mordovia.

Since the actions of persons who have placed a leaflet on the Internet see the signs of a crime under Part 1 of Art. 282 of the Criminal Code (excitement of hatred or enmity, as well as humiliation of human dignity), materials were sent to the Investigative Department of the Investigative Committee of the Russian Federation in the Vologda Oblast for verification and making a procedural decision.
