
Russian President Vladimir Putin made a change to the Regulation on the State Council, according to which plenipotentiary representatives in the federal districts may be members of the State Council of Russia, the Kremlin press service reports.
Now, by decision of the president, the State Council may include chairmen of the Federation Council and State Duma, senior officials of the constituent entities of the Russian Federation, heads of factions in the State Duma, as well as persons who have replaced the positions of senior officials of the regions in a row.
