The main fighter with kickbacks in our country is the head of the Federal Antimonopoly Service of Russia Igor Artemyev. It is his service by the Decree of the Government of the Russian Federation of 02.20.2006 No. 94 is authorized to monitor the placement of orders.

But if Vladimir Putin, albeit not in the best way, but still reacted to the letter of Andrei Makarevich (transferred the shooters to business), then Igor Artemyev remains silence. It is as if this question does not concern him.
On the eve of August 1, Igor Artemyev gave an interview to the Russia 24 television channel about the results of the work and tasks of his department, from which it becomes clear that this silence is not accidental. The FAS Russia does not lead and is not going to lead a real struggle against the sawings. After listening to Igor Artemyev, we can make an unequivocal conclusion that the FAS Russia is a reform brake and the worst department among the executive bodies of Russia.

However, in all developed countries, the basis of the economy is small enterprises operating precisely in the production sector, and it turns out that it is very good that trade is the most open sphere for them. If Igor Artemyev, as a member of the Vladimir Putin team, believes that small business should be squeezed into the field of trade, then Russia needs to be forgotten about the innovative development of Russia.
Further, Igor Artemyev rightly notes that “everything that is already regarding areas, which requires very high investments, including a capital nature in order to build a new plant, open production - this is all closed for small and medium -sized businesses”.
It would seem that at least a call to create conditions for the construction of small independent factories, for the opening of new industries, will follow.
But, according to Igor Artemyev, “the task of antimonopoly organs, the entire government is that where small and medium -sized companies themselves cannot come, and in order for competition to develop, they must tie large companies and prepare a significant amount of products on the so -called outsourcing.”
Imagine, small and medium -sized companies, it turns out, "must bind large companies." A high -ranking state official actually states that it is not necessary to focus on creating independent small and medium -sized companies. They should be attached to large companies (usually monopolists), serve them and, therefore, depend on them.
It turns out that the main task of the antimonopoly service is not at all the fight against a cut in the field of placement of orders, not the development of competition, but the creation of conditions under which small and medium -sized businesses would serve large (in our conditions - monopolists).
The head of the antimonopoly department either does not own the situation, or deliberately leads away from the problem, not wanting to engage in the performance of his duties to restore order in the field of placing orders.
And the problem is that lawlessness in the field of order placement, generated by a total level of corruption (sawing), practically excludes the possibility of participating in them small and medium -sized enterprises. There is really no competition at all. Orders are received by “their” people and “their” firms.
If we talk about outsourcing, then orders for the supply of goods, work and the provision of services for large enterprises are also received by “their” firms, usually created by the heads of large enterprises and they used to receive personal income. The small enterprise from the outside does not wedge here.
First, you need to put things in order in the field of orders, including those placed by large monopolists, state-owned companies and state bodies, and only then can we talk about the development of outsourcing.
The fact that nothing good should be expected from the FAS Russia is also followed from other statements by Igor Artemyev in this interview. For example:
“Today, the prices of our benzo -clocks are mainly corresponded to those that should be based on world prices” - in general, everything is wonderful. It is not necessary to work on reducing fuel prices.
Antimonopoly legislation in Russia is now "the most modern, the most progressive that is only in the world." This is the legislation, including in terms of antitrust requirements for bidding (orders), it turns out, has reached the limit of perfection.
All this is not consistent with the unprecedented dimensions of rollbacks and with the fact that the competition development program in Russia “suffered complete fiasco” , which Igor Artemyev himself was forced to admit.
He should immediately remove him from his positions from his post , eliminate the FAS Russia and transfer the authority to develop competition of the Ministry of Economic Development of Russia, as Arkady Dvorkovich suggested .
