Heads of state institutions will force to declare income

The Ministry of Labor and Social Development prepared and sent for approval the amendments to the Labor Code and the Law "On Combating Corruption", which oblige the heads of budgetary institutions to declare their income.

According to the text of the amendments, about which Kommersant writes, the heads of state and municipal institutions from January 1, 2013, no later than April 30, must provide the founder with information about their income, property and property obligations over the past year.

In addition, the head is obliged to report in the income and property of the spouse or spouse and minor children. As explained in the Ministry of Labor, the main goal of amendments is to ensure the transparency of remuneration of the heads of budgetary institutions.

According to the latest studies of Rosstat of salaries by personnel categories and professional groups of workers, the earnings of the heads of state and municipal property institutions are three times exceeding the earnings of subordinates: in October 2011, the salary of the leadership amounted to an average of 33.3 thousand rubles, specialists - 19.8 thousand, employees - 11.4 thousand.

However, such a benevolent picture of Rosstat spoils the periodically emerging facts of excessively high salaries of managers, ten times higher than the earnings of subordinates. For example, according to the results of 2011, the average salary of the rector of the Russian university was almost 200 thousand, while the teacher earned 8.5 times less - 23 thousand rubles.

Meanwhile, according to the Ministry of Health and Social Development, the reform of wage systems of state employees, which suggests, in particular, the transition to the sectoral system of remuneration, the earnings of managers for the fourth year are clearly attached to the earnings of subordinates.

According to the Decree of the Government No. 583 of August 5, 2008, the salary of managers, the official salary of the head determined by the employment contract is up to five sizes of the average salary of employees who belong to the main personnel.

The Ministry of Labor from December 1 should launch a new reform of wages of state employees based on an “effective contract” when the employee’s salary depends on the results of his work. So far, the ministry has not submitted the reform project.
