Natalya Stadchenko will standardize medicine

Yesterday, a new chairman was introduced to the team of the Federal Compulsory Medical Insurance Fund - they appointed Natalya Stadchenko, who has headed the territorial compulsory medical insurance fund of the Krasnodar Territory since 2007. It will have to transfer the experience of a successful region in the transition to single-channel financing and standards of medical care throughout the country.

The Federal Compulsory Medical Insurance Fund (FFOMS) was headed by Natalya Stadchenko, who previously worked as director of the territorial compulsory medical insurance fund of the Krasnodar Territory. Yesterday she was officially introduced to the new team. Until June 2012, the post of head of the FFOMS was held by Andrei Yurin, who moved to the Ministry of Health as a deputy minister. Since June, the duties of the chairman have been temporarily performed by the deputy chairman of the foundation, Svetlana Karchevskaya.

Ms. Stadchenko has headed the Krasnodar territorial compulsory medical insurance fund since 2007. Former colleagues, “who did not know about the appointment until yesterday,” describe the boss as “a very competent director.” Deputy Director of the territorial compulsory medical insurance fund of the Krasnodar Territory Irina Gaponenko emphasizes that “Natalya Nikolaevna is a very good economist who has gone through a lot of school” (by education she is an engineer-economist, candidate of economic sciences). She worked as an accountant and deputy chief physician for economic issues. Since 2006, she has headed the financial and economic department of the health department of the Krasnodar region. “She went through all the stages in the healthcare management system,” notes Irina Gaponenko.

“There was a certain stage of coordination with the Ministry of Health and the government of my candidacy. For me, this appointment was not a surprise,” Natalya Stadchenko herself told Kommersant yesterday. According to her, one of the main achievements of the Krasnodar Territory is that “the regional Ministry of Health and the territorial compulsory medical insurance fund were a single whole.” “We decided for ourselves that the methodology is up to the ministry, and we are the practitioners who are trying to correctly implement this methodology,” she said. We are talking about the implementation of the law “On Compulsory Health Insurance” adopted in December 2010, in the development of which the fund’s staff took an active part.

The Krasnodar Territory was one of the first in 2006 to switch to single-channel financing of the compulsory medical insurance system (according to the law, since 2013, this procedure should be extended throughout the Russian Federation, as well as standards for the provision of medical care). The territorial fund began working according to standards for the provision of medical care in 2006, and was also one of the first in 2007 to begin conducting face-to-face examinations of the quality of medical care, and developed IT solutions for standardization. Ms. Stadchenko sees her task in her new position as transferring the experience gained to the federal level.

“An energetic professional, a person from the system who knows very well how this system functions. The decision made by the chairman of the government is the best,” Deputy Head of the Ministry of Health Andrei Yurin told Kommersant. The government considers Ms. Stadchenko a “professional performer” who, given the decisions already made, will be able to complete the job with the best possible result. “Kuban has never been famous for experiments, unlike Perm, Tyumen and Kaliningrad. They simply did everything that was written in the documents, but they did it very well,” says Kommersant’s interlocutor. As the new chairman of the FFOMS herself assured Kommersant, she has no plans to radically change the work of the fund or its team.
