Development program for the Khimki urban district

Our goal is to return to citizens the right to govern their own city, to create effective government bodies, to provide a favorable environment for the life of citizens, the development of science, entrepreneurship, and initiative.

The program outlines priorities, approaches and solutions to the most pressing problems of residents of the Khimki urban district.

Housing and communal services

• introducing transparency in city-owned companies operating in the housing and communal services sector or influencing pricing, involving the population in planning their activities and monitoring results
• creation of the city council of the HOA with the participation of representatives of all HOAs of the city, we will oblige companies operating in the housing and communal services sector to report to the council
• revision of production plans of companies owned by the city district and operating in the territory of the city district
• reduction or retention of tariffs by optimizing costs, directing company income to development
• increasing the permissible power for individual houses to the level of cottages - from 4 to 10-15 kW.
• reducing the cost of connecting new users to the city’s infrastructure - heating networks, electricity, water utilities, creating a transparent mechanism for such connection through an electronic application registration system
• planned replacement of meters (both water and electricity) at the expense of management companies, and not at the expense of residents, as now (this approach encourages management companies to work leanly)
• attracting advanced technologies (including energy efficiency and heat saving technologies) to improve the quality of life - ensuring uninterrupted operation of infrastructure and saving energy resources
• HOA revival program. We will oblige those HOAs that were imposed on residents by developers or the city administration to regularly hold meetings of residents and report on their work; if residents wish, we will help them self-organize into independent HOAs

TRANSPORT

• the construction of a metro station in the city of Khimki is an urgent need, we will work with Moscow to resolve this problem as quickly as possible
• canceling the problematic Moscow-St. Petersburg highway project and laying out the route along the most efficient route, solving both transport and environmental problems
• expansion of the Leningradskoye Highway, organization of exits from the highway that do not impede traffic. Allocation of high-speed lanes for transit transport
• improving the efficiency of public transport, the emergence of routes connecting the city together
• water taxi connecting Khimki with the Left Bank
• holding negotiations with Moscow to improve the operation of transport hubs at the Rechnoy Vokzal metro station and Planernaya metro station, assistance in the reconstruction of nodes in the interests of residents using public transport
• a special program for the development of a road network for residents of remote areas of the urban district (Skhodnya, Vashutino, Paveltsevo, Firsanovka, etc.)
• creation of new and expansion of old roads connecting New Khimki and Old Khimki
• holding a competition to create the best project for the interchange and connection of Novokurkinskoye Highway, Leningradskoye Highway and International Highway
• a unified network of bicycle paths connecting city districts, construction of dedicated bicycle paths connecting cities and towns of the urban district
• creation of a network of controlled traffic lights at all crossings leading to schools and child care institutions in the city
• creation of an online resource for monitoring the traffic situation in the city, priority attention to areas with the largest number of accidents
• an obligation for builders, when laying roads, erecting buildings, objects, to first lay (even temporary) paths for pedestrian traffic and only then begin construction

HEALTH, EDUCATION, CULTURE

• c construction of kindergartens and schools, increasing the number of students in a class to a level of no more than 25 people per class
• Internetization of schools, their inclusion in international, federal and private modernization programs
• development of a system of parent supervisory councils in schools and kindergartens, financial transparency of the school and kindergarten budget for supervisory boards
• modernization of local universities, creation of conditions for leading scientists and experts to teach there
• eliminating queues at local clinics by creating electronic appointments, construction of new healthcare facilities
• increase in the number of local doctors
• modernization of healthcare facilities
• support for public organizations working in the field of rehabilitation of drug addicts and alcoholics
• creating a hotline and website on problems of drug sales points, forcing law enforcement agencies to close them
• modernization of emergency rooms, opening of an emergency room for children in Khimki (currently children who are injured are taken to Moscow)
• conducting a study to identify current health problems among residents of the district; based on the results of the study, the formation of a city program for the creation of health centers
• special city health programs for children, pensioners, expectant mothers
• modernization of playgrounds for young children , with safe coating, timely replacement of sand in sandboxes
• opening of playgrounds for older children, including roller rinks, velodromes, grounds for hockey, football, basketball and other sports
• a program to modernize and improve the work of the local youth station, cultural centers, facilitated conditions for the creation of creative workshops, sports sections, and clubs in the city
• support for initiatives aimed at preserving historical and cultural sites of the urban district
• network of free Wi-Fi zones in parks and recreation areas for citizens

OPENNESS AND ACCOUNTABILITY OF AUTHORITIES

• informatization of government bodies, introduction of electronic document management, acceleration of consideration and resolution of issues that are the responsibility of city authorities
• creation of modern public service centers in all key areas of the Khimki urban district, solving all problems of interaction with the state in one place in the shortest possible time, we will introduce the principle - all documents, in one building, in one hour
• publication of agendas for regular meetings of the City Administration Khimki, holding meetings open to the media, with Internet broadcasts, participation in meetings (with an advisory voice on subordinate issues) of authorized representatives of territorial public self-government (TPS)
• free access of citizens to the city hall building
• transparent scheme for working with citizens’ appeals (electronic document management)
• revision of procurement programs and orders, taking into account the opinions of citizens, involvement of Khimki residents in the work on forming the city budget.
• fair tenders for all government procurement, ensuring access to the tender for qualified contractors
• open competitions for vacant positions in the City District Administration
• abolition of de facto censorship in urban media
• regular activity reports
• free activity of political parties and public associations, including opposition to city authorities
• refusal of unreasonable use of official transport, an official must get to work in the same way as city residents get to work

SELF-GOVERNMENT

• transfer of part of the city budget to support local initiatives; residents of microdistricts have the right to determine what to use funds allocated for improvement
• restoration of the right to referendums (today it is almost impossible to hold a local referendum, we will simplify the procedure)
• ensuring real freedom of assembly and gatherings
• allocation of part of the premises belonging to the city for holding meetings of citizens
• mandatory consideration of the opinions of residents when implementing urban planning projects (local meeting or city referendum)
• an obligation for developers, even before building a house, to take into account the opinion of future residents (who bought apartments in a building under construction), what their yard should be like, and what to build there

COURT AND SECURITY

• forcing the police to monitor security in the city, introducing a system of independent assessment of police activities based on crime levels and reactions to citizens’ appeals
• implementation of a transparent electronic system for receiving citizens' statements to the police
• creation of a system of district-level regular meetings of residents with local police officers and city police management
• legislative initiative to introduce the election of justices of the peace
• a modern system for issuing licenses and car license plates for the local traffic police, working without queues

BUSINESS ENVIRONMENT

• creation of a developed industrial infrastructure that meets modern world requirements and is designed to ensure the competitiveness of Khimki products not only today, but also for 20-30 years without redesigning the city's industrial infrastructure
• increasing the competitiveness of Khimki enterprises - through a program to attract highly qualified workers, engineers, designers and managers
• stimulating advanced training (internships) for specialists Khimki enterprises in the world's leading industrial centers - within the framework of a specialized city program
• formation of a “urban industrial personnel reserve” - young workers, engineers, designers and managers - and attracting them to the most promising industrial programs
• stimulating cooperation between industrial enterprises and technical schools and universities - in order to increase the influx of young personnel and prevent enterprises from losing continuity between generations of specialists

• within the framework of the specialized city program “Goods and services within walking distance” , stimulation of family businesses that improve the quality of life of Khimki residents (private bakeries, ateliers, craft workshops, etc.)
• support for startups of young entrepreneurs - within the framework of a specialized city program
• providing priority to residents of the urban district to perform municipal work
• creation of a “one-stop shop for entrepreneurs” for complete de-bureaucratization of relations between the state and small business
• ensuring a balance of interests of trade unions and employers, built in order to increase the competitiveness of Khimki industrial products, as well as to make work in Khimki attractive for highly qualified workers, engineers, designers and managers
• supporting the right of workers to form trade unions
• anti-corruption environment in the city, as a standard for relations between government and business, opening an anti-corruption hotline and supporting anti-corruption projects of public organizations

UNLIMITED POSSIBILITIES

• standard: not a single building in the city should be erected without meeting the parameters of full access for the disabled (and at the same time, mothers with strollers for children)
• district-based creation in the city of an environment for people with disabilities
• publication of city government documents in Braille
• creation of a city employment program for people with disabilities and quotas of places in government bodies to ensure employment of people with disabilities

ECOLOGY

• ensuring cadastral registration and inviolability of all areas of green spaces for general use and special purposes of limited use in accordance with the General Plan of the city of Khimki 1999-2009, as well as forest lands included in the territory of the district
• not a single building in the city will be erected without the creation of the appropriate infrastructure (social sphere, roads, garages, playgrounds, play spaces, square and recreation areas, dog walking areas)
• large-scale energy efficiency program to reduce tariffs for the population and improve the environmental situation in the city

• “ Accessible Shore ” program - cleansing small rivers, creating beach areas and recreation areas
• purification of drinking water, bringing its quality to high standards
• restoration of green areas, increasing their area and improving quality
• fight against garbage and landfills, destruction of unauthorized landfills, installation of additional waste collection points, trash cans, organization of waste collection in recreational areas, organization of modern waste recycling

• creation of a network of ecoparks in the urban district

ABOUT THE PROGRAM

The program was created based on proposals from city residents, with the participation of specialized experts and initiative groups of the city district.

When publishing any program, voters have a fair question: how can the provisions of the program be implemented? Let's briefly list what we rely on:

1. The principle of openness and transparency

We will create a system of working city meetings and referendums. We will set up a citywide electronic voting system. We will hold open tenders for vacant positions and work, introduce electronic document management that can show how quickly the government responds to citizens’ requests, as well as track the hottest topics for citizens. A ban on actual censorship in city media, freedom of assembly and political competition will help our opponents convey our mistakes to citizens in a timely manner.

2. Priority of self-government

We believe in making local people more aware of their problems. Therefore, we will allocate part of the budget to the local level - the level of not only urban districts, but even microdistricts. At meetings and referendums, residents of these territories will be able to find the best ways to arrange their territories and yards.

3. Anti-corruption policy

The Khimki urban district is a self-sufficient region. If it were not for corruption, today it could already be one of the most comfortable cities in Europe for living. Anti-corruption measures will help find means to solve many of the city's problems.

4. Efficiency

Saving technologies can reduce city costs for energy and water consumption. This means there is scope for reducing tariffs in the housing and communal services sector. Modern engineering solutions will be useful for reducing the cost of work, finding the best options for modernization and construction, with minimal damage to the environment and for the comfort of residents.

5. Experience

Many problems can be solved by improving management efficiency. We rely on the experience of the best cities in the world to create a system of city government that works without queues and bureaucracy. Electronic receptions, document requests - everything will be available to citizens. It is not citizens who should spend their time communicating with authorities, but authorities who should spend their time so that citizens can receive all services quickly and on time. Bureaucratic delays are a relic of the past that can be easily eliminated with greater transparency and openness. Including using modern management methods.
