Our goal is to return to citizens the right to govern their own city, to create effective government bodies, to provide a favorable environment for the life of citizens, the development of science, entrepreneurship, and initiative.
The program outlines priorities, approaches and solutions to the most pressing problems of residents of the Khimki urban district.
Housing and communal services
- introducing transparency in city-owned companies operating in the housing and communal services sector or influencing pricing, involving the population in planning their activities and monitoring results
- creation of the city council of the HOA with the participation of representatives of all HOAs of the city, we will oblige companies operating in the housing and communal services sector to report to the council
- revision of production plans of companies owned by the city district and operating in the territory of the city district
- reduction or retention of tariffs by optimizing costs, directing company income to development
- increasing the permissible power for individual houses to the level of cottages - from 4 to 10-15 kW.
- reducing the cost of connecting new users to the city’s infrastructure - heating networks, electricity, water utilities, creating a transparent mechanism for such connection through an electronic application registration system
- planned replacement of meters (both water and electricity) at the expense of management companies, and not at the expense of residents, as now (this approach encourages management companies to work leanly)
- attracting advanced technologies (including energy efficiency and heat saving technologies) to improve the quality of life - ensuring uninterrupted operation of infrastructure and saving energy resources
- HOA revival program. We will oblige those HOAs that were imposed on residents by developers or the city administration to regularly hold meetings of residents and report on their work; if residents wish, we will help them self-organize into independent HOAs
TRANSPORT
- the construction of a metro station in the city of Khimki is an urgent need, we will work with Moscow to resolve this problem as quickly as possible
- canceling the problematic Moscow-St. Petersburg highway project and laying out the route along the most efficient route, solving both transport and environmental problems
- expansion of the Leningradskoye Highway, organization of exits from the highway that do not impede traffic. Allocation of high-speed lanes for transit transport
- improving the efficiency of public transport, the emergence of routes connecting the city together
- water taxi connecting Khimki with the Left Bank
- holding negotiations with Moscow to improve the operation of transport hubs at the Rechnoy Vokzal metro station and Planernaya metro station, assistance in the reconstruction of nodes in the interests of residents using public transport
- a special program for the development of a road network for residents of remote areas of the urban district (Skhodnya, Vashutino, Paveltsevo, Firsanovka, etc.)
- creation of new and expansion of old roads connecting New Khimki and Old Khimki
- holding a competition to create the best project for the interchange and connection of Novokurkinskoye Highway, Leningradskoye Highway and International Highway
- a unified network of bicycle paths connecting city districts, construction of dedicated bicycle paths connecting cities and towns of the urban district
- creation of a network of controlled traffic lights at all crossings leading to schools and child care institutions in the city
- creation of an online resource for monitoring the traffic situation in the city, priority attention to areas with the largest number of accidents
- an obligation for builders, when laying roads, erecting buildings, objects, to first lay (even temporary) paths for pedestrian traffic and only then begin construction
HEALTH, EDUCATION, CULTURE
- c construction of kindergartens and schools, increasing the number of students in a class to a level of no more than 25 people per class
- Internetization of schools, their inclusion in international, federal and private modernization programs
- development of a system of parent supervisory councils in schools and kindergartens, financial transparency of the school and kindergarten budget for supervisory boards

- restoration of the right to referendums (today it is almost impossible to hold a local referendum, we will simplify the procedure)

- forcing the police to monitor security in the city, introducing a system of independent assessment of police activities based on crime levels and reactions to citizens’ appeals

The program was created based on proposals from city residents, with the participation of specialized experts and initiative groups of the city district.

We will create a system of working city meetings and referendums. We will set up a citywide electronic voting system. We will hold open tenders for vacant positions and work, introduce electronic document management that can show how quickly the government responds to citizens’ requests, as well as track the hottest topics for citizens. A ban on actual censorship in city media, freedom of assembly and political competition will help our opponents convey our mistakes to citizens in a timely manner.
- Priority of self-government
We believe in making local people more aware of their problems. Therefore, we will allocate part of the budget to the local level - the level of not only urban districts, but even microdistricts. At meetings and referendums, residents of these territories will be able to find the best ways to arrange their territories and yards.
- Anti-corruption policy
The Khimki urban district is a self-sufficient region. If it were not for corruption, today it could already be one of the most comfortable cities in Europe for living. Anti-corruption measures will help find means to solve many of the city's problems.
- Efficiency
Saving technologies can reduce city costs for energy and water consumption. This means there is scope for reducing tariffs in the housing and communal services sector. Modern engineering solutions will be useful for reducing the cost of work, finding the best options for modernization and construction, with minimal damage to the environment and for the comfort of residents.
