The Komi came up with an original scheme for the purchase of movable luxury items - through autonomous institutions

As part of the publication about the Syktyvkar journalist, the corruption of Vladimir Prokushev “New” briefly spoke about the history of the failed purchase by the administration of the republic for her representative office in Moscow Toyota Land Cruiser in winter last year. Then the governor Vyacheslav Gaiser canceled the competition, and for the money saved money, the republic acquired five ambulances. In general, in the republic, officials have an obvious weakness for expensive cars with a rather deplorable state of roads, so there was no doubt that the story of buying a medical certificate in the capital would not be completed with the abolition of auction. So it happened.

This time, officials decided to act more cunning - through the so -called autonomous institutions of the Komi Republic.

These institutions are created by state or municipal governing bodies as subcontractors to fulfill the obligations of these governing bodies. In other words, a special AU for planting lawns or laying asphalt. And already to fulfill these purposes, AU can purchase at the expense of its founder - in this case, the administration of the Komi Republic is all the equipment or services she needs.

However, autonomous institutions are not included in the list of recipients of budget funds provided for by the provisions of Art. 6 of the Investigative Committee of the Russian Federation and, accordingly, cannot act as state or municipal customers in relations regulated by Law No. 94-FZ. Consequently, information about their procurement is not posted on the state website zakupki.gov.ru.

According to federal legislation, the main activity of AU is recognized as the activity under which it was created, but only the institution decides which goods and services they need to be purchased to fulfill their tasks. Thus, such institutions can purchase anything with budget money without open auctions.

And so, a certain AU RK “Comfort”, created in 2009, tried to purchase Lexus GS 350 AWD for 2,5000 00 rubles, Lexus LS 460L AWD for 5,600,000 rubles and still the same Toyota Land Cruiser 200 for 3,324,000 rubles. The message about the purchase of the latter was dated April 10, and the pairs of Lexus - June 28. Machines are supposedly necessary for meeting guests and delegations and delivery of them in the governor’s residence (the Comfort served by the same AU RK. Only the protection of these two summer cottages costs 2,000,000 rubles a year). However, information about high guests who visited the republic and, in particular, governor's cottages, or planning to do this, could not be found.

Presumably, these cars were later supposed to be transported to the Permanent Republic of the Republic in two capitals.

Since July 11, citizens sent many appeals to the prosecutor's office and the administration of the region. The deputy head of the Komi Republic Vladimir Tukmakov answered everyone the next day, and the head of the anti -corruption department of the prosecutor's office of the republic Mikhail Nesterov - five days later. Tukmakov in his response announced that the customer refused to acquire two Lexus, although the ill -fated Toyota still found its master. In addition, the administration consent to the audit of the fleets of government agencies of the republic can be considered an achievement.

In addition, the answer from the administration contained assurances in the absence of a violation of the Federal Law "On the procurement of goods, works and services to certain types of legal entities." But the prosecutor’s office discovered a violation of 223-ФЗ by these autonomous institutions and brought the governor a performance. Immediately after this, information about three of the nine AU RK disappeared from the official website of the Komi Republic of the Komi, along with all information about the procurement they made.

Meanwhile, Prokushev was persistently recommended to stop publishing such information, and his wife, also a journalist, lost her job.

Publication of Prokushev about other curious purchases through the Republican AU on these purchases sagged on the website of the newspaper Progest Syktyvkar exactly 54 minutes. Subsequently, the editor -in -chief of the publication Natalia Beshkareva posted on Twitter the following message: “We clean the tape under the yellow house. The news about Lexus, which is no longer on the site, ”and attached a deleted publication to the post. It turns out that any information on the budget expenses of the administration of the Komi Republic is subjected to severe censorship, and the regional media - control?
