This is almost five times larger than the initial estimate and hundreds (!) Times the costs of previous organizations of the organization in other countries

Local officials assure: most of the $ 21.8 billion did not go to the APEC summit, but to solve the problems of Vladivostok, the event itself cost “only” $ 200 million. What did Vladivostok get from this golden rain? There are only 18 hotels in Vladivostok, the total hotel fund barely exceeds 2 thousand rooms. Everyone knew that about 10 thousand people would come to the summit. Most of the funds, the organizers swelled into the island of Russian, where the official events of the summit were held. When a new highway is being built in China, life is immediately boiling near it, shopping centers, office buildings, residential buildings are being built. In Vladivostok, immediately upon arrival you get to a new modern terminal, from which a renovated highway comes almost to the city center (you can also reach the new Aeroexpress). But along the edges of this beautiful “fresh” road from the airport you see exactly the same as 10-12 years ago: rings, wooden huts, wells, rickety fences.
But, according to local residents, during the summit, the administration hid somewhere that built the lion's share of its objects of migrant workers: builders of Slavic appearance are now in progress in sight of all. Probably, Russian persons should prove the summit guests: the money was not wasted.

Trying to answer the question “Where is the money?”, The New Times found the ballot of the Accounts Chamber No. 7 for 2012, which contains a report on the expenditure of funds for the APEC forum.

Of these, the administration of the Primorsky Territory accounted for 3.22 billion; At the FEG "Far Eastern Directorate", which built the university and other facilities on the island of Russian, - 3.17 billion; And at the FCU of the DSD "Vladivostok", responsible for the construction of roads and bridges, - 241 million rubles. At the same time, the administration of the Primorsky Territory returned 421 million to the budget, the rest of the money sunk into the ocean.
A miracle reservoir
Actually, there were few frank “acceptance of building materials with an overestimation” - “total” for 319 million rubles. The Department of Urban Planning of the Primorsky Territory ordered the reconstruction of the “Solid Household Waste Polygon” (city landfill) from VostokstroyService LLC. 44% of the estimate of 696 million rubles accounted for a special soil for the soil. After the signing of the contracts, the contractor decided to put a geogse of another brand: she did not have “certificates of compliance with state standards”, but it cost 58 million (!) More expensive. In addition, the auditors revealed that at customs the grille passed 118 rubles per 1 square. m, and the budget cost 584.35 rubles.
In most cases, the auditors failed to catch anyone by the hand, it was only necessary to state: it is not possible to “check the validity and reliability of the use of prices for the work performed, and thereby the prerequisites for financial disorders have been created”.
And the estimate is growing ...
Most of all the auditors were concerned about the growth of estimates along the construction. The scheme was standard for almost all APEC objects. Here, say, the Far Eastern Directorate decided to build a physical education and fitness complex, read, a gym, for which it was necessary to conduct a “vertical layout of the territory” *** Changing the terrain for subsequent construction .. Crocus Internet CJSC, which built almost all objects on the island of Russian, won the construction tender. The contract was concluded in July 2010, but instead of the estimate, only a preliminary assessment of the cost of work at 463 million rubles was approved. Not even a year had passed, as it appeared-in April 2011-and the estimate, however, is already 1 billion rubles: the gym was not in one building, but in two, respectively, the territory for them had to level a large one. The officials did not take care of the state examination, checking the cost or new tender: “Correction of design estimates / ... / was not carried out. There is no positive conclusion from state examination, ”the report says. The auditors, taking the initial documents, considered that even with an increase in the amount of work, the amount of the contract could not exceed 704 million rubles. The fate of the remaining 296 million remained unclear: "The calculation and justification confirming the need to increase the cost / ... / no." The same situation with other objects: university buildings, conference rooms, fire depot, landscaping of the territory ... The amounts are changing, the meaning remains.
According to the sources of The New Times, 6 billion of the cut money modestly presented in the report, is only the peak of the iceberg. It remains only to guess which part of almost 700 billions spent into roads and gyms, and which settled in someone else's accounts.
