What is a "system crisis"? This is a fairly vague definition: for someone a systemic one, but for someone not. I believe that in our country we have a systemic crisis with science and technology in general, because, despite all the beautiful words about the importance of this area of human activity, the entire development strategy of our country is still based on oil and gas production. A few days ago, Dvorkovich said the phrase that scared me. He said: "Do not worry, our budget is drawn up with the expectation that oil prices can fall to $ 60 per barrel." He himself does not understand what he said! He actually made everyone clearly understand that we, both depending on the conjuncture of world oil prices, are dependent. That's all. These are the main results of the existence and development of the so -called new independent Russia over the past 20 years: we got on the oil needle and do not get off it. Therefore, from this point of view, the systemic crisis is in the country, science and technology. And astronautics, this is an integral part of science and technology.
If a boy, a child, is not allowed to study at school, then how can one expect that Kolmogorov, Lobachevsky or a Keldysh will grow out of him? If, in principle, concern for science and technology does not manifest, then why should you wait for miracles from astronautics?

What could be the practical significance of such a lunar base?
This question has two sides. With one - there is an interest in using the moon as a platform for scientific observations. What is it connected with: the moon as a body shields noise that interferes with the equipment that can be installed on its surface. The conditions for observing distant sources there can be better than in the earth's orbit, because the Earth serves as a source of noise for receiving, for example, electromagnetic radiation, etc. This idea has long been discussed.
But, on the other hand, the idea to use the base on the moon for intermediate construction and assembly of spacecraft that will fly further - to Mars or to other places of the solar system, is not very promising. To do this, you need to sit on the surface of the moon, spending energy, use missile engines, then take off ... do the assembly in orbit more efficiently.
Will such a project be implemented now?
Certainly! Although this does not mean that the project is very simple. We have already landed on the moon, our devices traveled there, we can do it. Or they knew. But now a new generation has been replaced, there are no such specialists. We broke it out, lost contact ... Such a gap was also observed in NASA, when suddenly several failures occurred in the study of Mars. Why? Yes, because the group responsible for ballistic support, a very qualified group, was reoriented to something else. New experts appeared who, roughly speaking, did not fill their cones, did not feel responsibility in solving problems. I think that we have this problem, although so obviously we may not yet feel it. So we will solve the problem, of course, but not so as to just take, make a decision, and then think that everything will be okay.
