Russian corruption of international scale is investigated in Germany: German investigators charged the citizens of Finland, the USA and Germany, who, according to investigators, paid 7.5 million euros to employees of the Russian General Prosecutor General. Russian officials do not appear in the case: domestic law enforcement officers did not help the Germans in the investigation. According to experts, Russian corrupt officials will remain unpunished, as was the case in previous similar exposures .
The investigation of the case of corruption in the Hewlett Packard began in 2009 with a private audit in a small German company that participated in the transfer of money to Russian officials. The story of the kickbacks itself took place nine years ago: HP won a tender in Russia for the supply of equipment for 35 million euros, paying 20% of the contract of the contract, Bloomberg reports.
Upon learning of the investigation, Russian officials said that they were ready to provide assistance in establishing persons involved in the corruption scandal: the general prosecutor Yuri Chaika promised to initiate a case against violators, Kommersant FM notes.
However, the only thing that Russian law enforcement officers did was searched the HP office in Russia. True, according to the "rain" , in Germany the results of the search did not receive within six months after the procedure and not the fact that the Germans received them later.
Meanwhile, the investigation has already been conducted in several countries: Germany was helped by investigators of the United States, New Zealand and the Baltic countries. As a result, three HP managers were charged with bribery, abuse of authority and tax evasion. In Germany, they are threatened with real terms of imprisonment, and in Russia, most likely, no one will punish anyone, experts say.
“In principle, Russian officials are not interested, in my opinion, in the development of this corruption scandal, accordingly, they accept every effort so that these documents are not received at the address,” Dmitry Sakal, partner of FOKIN and partners, explained the Kommersant FM.
The HP company delivered office equipment not only to the Prosecutor General of the Russian Federation, but also to almost all ministries, the presidential administration, the Accounts Chamber, the Supreme, the Higher, Arbitration and Constitutional Courts and a number of departments. The Germans have not yet discovered evidence that in these structures they also received rollbacks, but they are working to find out the conditions for concluding these contracts.
Russian corruption of global scale: investigation abroad
Corruption in Russia was exposed in many countries, and the Russian authorities declared cooperation. In fact, the Russians did not suffer a punishment for any of these episodes. The most famous brands were involved in Russian corruption scandals.
In 2009, the international community imposed sanctions on Siemens Corporation, which participated in the project for the development of transport infrastructure in Moscow in 2005 and 2006. The case was investigated by the Germans, who found evidence of more than $ 3 million to Russian officials.
In 2010, the German car concern Daimler was at the center of the corruption scandal : it turned out that the company paid impressive kickbacks to Russian officials for the right to supply cars to the Kremlin garage. Bribes in the amount of five million euros agitated bloggers, but left the Investigative Committee indifferent. The case of fraud was not aroused until the department began to carry out the requirements in the massacre.
This summer, the largest pharmaceutical concern Pfizer was convicted of bribery and payment of illegal rewards. In the United States, the company was fined $ 60 million for the issuance of illegal remuneration to foreign doctors. "In the share", as the investigation showed, there were Russians.
