Residents of Bogoroditsk protest against the arbitrariness of public utilities

75 residents of house No. 19 of the Western microdistrict of the city of Bogoroditsk signed an appeal addressed to the governor of the Tula region Vladimir Gruzdev, the head of the administration of the Bogoroditsky district Vadim Igonin, the Bogoroditsky interdistrict prosecutor Svetlana Ivanova and the head of the Novomoskovsky interdistrict branch of Tulaenergosbyt OJSC Alexander Glukhov, as well as personally to me . The appeal states, in particular:

“Residents of building 19 of the Western microdistrict are asking you for help on the issue of presenting electricity costs in common areas (CPP). Our building has 119 apartments and two outbuildings with stores: household appliances “Fantasy”; a grocery store; “Sports bar” ( has not been open for more than six months). for example: 40 kW/h of their own; 28 kW/h of MOS; 400 kW/h of their own; 39 kW/h of MOS).

The mechanism for such calculations is not disclosed. Appeals to the local branch of Tulaenergosbyt, to the head of the Novomoskovsk interdistrict branch of OJSC Tulaenergosbyt A.V. Glukhov were unsuccessful. In a telephone conversation, Glukhov A.V. He said that the computer processes the receipts, and they are not responsible for the malfunction of the common house meter. We are asked to check the presence of metering devices for consumed electricity and the correctness of readings from metering devices ourselves, although this is the responsibility of the energy sales organization (at least once every 3 months). The readings of the common house meter are taken without the participation of residents. We do not refuse to pay for the MOP (to comply with the Decree of the Government of the Russian Federation), but within the limits of reason and justification. In neighboring houses, the MOP charges up to 10 kW/h for electricity.

Since no one wants to sort out the situation regarding payment for MOP in building No. 19 and create conditions for law-abiding citizens to fulfill their obligations to the electricity supplier, we are forced to stop paying for MOP. We have no other way to attract attention to solving our problem."

As previously reported by kprf.ru, on the initiative of the Committee of the local branch of the Communist Party of the Russian Federation in Bogoroditsk, a meeting of city residents was held, which was attended by about two hundred people. The first secretary of the city committee of the Communist Party of the Russian Federation, Vitaly Kushnir, chaired the meeting and discussed issues of violation of the Housing Code of the Russian Federation when concluding agreements for the management of apartment buildings by the management company Zhilishchnik LLC under the leadership of Arkady Kondrashov, a deputy of the city Assembly from United Russia.

By the way, this organization has recently received numerous appeals from citizens regarding the improper provision of services. This also applies to the quality of water and pressure in pipes, when it simply does not reach the upper floors, and leaking roofs. The courts and prosecutors are simply inundated with appeals from dissatisfied Bogorodsk residents. At the meeting of residents, it was recognized that Article 162 of the Housing Code of the Russian Federation (on management agreements for apartment buildings) was not fully implemented, and there was no control over compliance by municipal authorities.

The head of the administration of the Bogoroditsky district, United Russia member Vadim Igonin, who, apparently, is now just thinking about how to get out of a criminal case of forgery of documents, came to the meeting, but only to declare that this is not his authority. And no one from the administration of the city of Bogoroditsk, which will be abolished altogether in the near future, spoke like that. The director of Management Company "Zhilishchnik" was absent from the meeting. Regarding the payment of electricity for common areas (PSU), no one from the household company came and gave any explanation. Here is a clear illustration of the attitude of the authorities and utility barons towards taxpayers and residents, at whose expense they live and fatten!

The meeting participants adopted a resolution demanding that the work of local administrations and management companies in the housing and communal services sector be made more transparent and open. The text of the resolution was sent to the relevant organizations and regulatory authorities.
