Putin’s spacing of three Medvedev ministers, of course, has a hardware and purely practical meaning. The country needs a budget, and the president’s instructions must be executed. However, it is obvious that the government and the prime minister publicly indicated that it was the president who could easily dismiss them.

A public spacing, arranged by Vladimir Putin at once to several ministers of the government, is a sign story for several reasons. Firstly, personal responsibility was entrusted to ministers who, in fact, were not present at the meeting. Putin and the Ministry of Finance remembered from the Ministry of Economic Development, without whose leaders Anton Siluanov and Andrei Belousov, a meeting on the budget could hardly be held, but they got on the tangent. The main emphasis of presidential criticism was focused on other members of the cabinet, namely, on the Minister of Labor, Maxim Topilin and the Minister of Regional Development Oleg Govorun. Formally, Putin is in his right: he gave orders, orders were not executed within the proper term. And now the head of government Dmitry Medvedev is invited to punish negligent ministers.

In fact, the story is more cunning, because the lion's share of presidential assignments for various reasons is not fulfilled on time. Occupations of May 7 were simply technically difficult to execute on time. Three new ministers fell under the distribution, of which two-Govorun and Livanov-, besides, the radicals changed their occupation and only met with their ministries and, in the most optimal case, just went up to the course of affairs.

The new leader for almost any department is six months of personnel, structural and other adventures. We have appointed deputies of ministers almost until the middle of summer, and in some places in the departments of the appointment of experts smaller ones, they have not yet been completed. Typically, the “settings” of the department is estimated at about six months. And here is the summer and season of vacations. Putin's instructions were waiting for an unenviable fate in almost any case. And it is unlikely that an experienced bureaucrat Putin does not understand this.

There is a purely practical meaning in Putin's puppy. Due to the elected nervous and personnel confusion, the budget process inevitably freezes. In the yard, meanwhile, the end of September and the risks for the country to be left without a budget for next year before this next year increases. And this Russian authorities are terribly afraid of this, because failure to renovate the budget in time threatens to failure on all floors of the bucket-buggarter machine. And there it is not far from the dissatisfaction of the population due to the money untimely transferred somewhere. On retirement, salaries or repair of schools and hospitals. In current difficult political and economic conditions, the government will rather go to accept at least some budget, in the hope of correcting it in the course of the case. And “at least some”, even Putin understands this, is a bad budget.

The budget will not be so hot. High expenses for the re -equipment of the army, the growth of social obligations and other promised expenditures should either be reduced, or budget revenues will cease to cover expenses. There is no backlash in the form of increasing taxes, the authorities do not want to occupy. But the time of difficult solutions will almost inevitably come. And no decision, say, has not yet been made according to the pension system. There is why to worry ..

Here, rather, the question is just from the series “Dear Colleagues, you need to start working fully, otherwise the consequences can be the most unpleasant, including for you.” And the immediate demonstration of this using the example of individual comrades.

However, this was done in a rather harsh and emphasized by the bureaucratic form, moreover, publicly. In the case of Livanov, even specially highlighted for the public. The head of the government is instructed to understand and punish the guilty ministers.

Here the application is already being seen to change the cabinet along with its head and the complete dismantling of “tandemocracy” even in terms of pure rhetoric. Putin is evaluated by the work of ministers, Putin de facto reprimands them, Putin determines the policy. Who then turns out Dmitry Medvedev? That's right, "Technical Prime Minister."

In fact, many already guessed that Dmitry Medvedev would not have real power. But the last variety, Putin de facto demonstrated that ministers and the government as a whole are not eternal. In the end, the Government under the Constitution is dismissed by the President of Russia.
