The head of the Federal Service for State Registration, Cadastre and Cartography, Sergei Vasiliev, will soon leave his post.

A corresponding proposal has already been submitted to the government, a source in one of the departments of the financial and economic bloc told Interfax. The head of Rosreestr is appointed and removed by the Prime Minister.

Sergey Vasiliev graduated from the Sverdlovsk Law Institute and until 2001 worked in the prosecutor's offices of the Chelyabinsk, Tyumen regions and Moscow. From 2001 to 2005, he held the position of deputy head of the personnel department of the General Prosecutor's Office of the Russian Federation. In 2005, he was appointed prosecutor of the Moscow region, and in 2006, deputy minister of justice of Russia. In 2007, Vasiliev was appointed head of the Federal Registration Service, and in February 2009 - Rosreestr.

According to Kommersant's source, the reason for Vasiliev's resignation may be his disagreement with plans to make St. Petersburg a pilot region in transferring the powers of territorial bodies of Rosreestr to the level of constituent entities of the Russian Federation. Vasiliev generally questioned the feasibility of such a transfer itself - with the exception of certain functions in the field of cadastral registration. Another interlocutor of the publication, however, noted that the transfer of the St. Petersburg department of Rosreestr to the jurisdiction of Governor Georgy Poltavchenko could make life easier for the head of the federal department. The regional department is headed by Mikhail Egorov, the younger brother of lawyer Nikolai Egorov, founder of the firm “Egorov, Puginsky, Afanasyev and Partners” and classmate of Vladimir Putin. From the moment of his appointment, the management was distinguished by greater independence in the Rosreestr system, and transferring it under the control of the city administration would have saved Vasiliev from unnecessary headaches. In addition, in recent years, Vasiliev has been involved in cadastral valuation of capital construction projects, necessary for the introduction of a real estate tax. The work should be completed by the end of the year, which, however, no one is sure of, sources say.
