When a soldier or police officer enters service, he is sworn in. The state trusts him with the right to bear arms. A car, like a weapon, is a means of increased danger! In inept hands it becomes more dangerous than a Kalashnikov.
I propose, as a citizen, that when obtaining a license to drive a vehicle, the driver must be sworn in. Many, having completed driving school and passed their license, get behind the wheel of a vehicle without imagining the threat they pose. The right to drive a vehicle is a certain status and responsibility. An oath will create internal motivation.

My full name, receiving the right to drive a vehicle, I swear before the people of the Russian Federation:
Do not drive a vehicle while under the influence of alcohol, drugs or while tired. Strictly follow traffic rules. Respect all road users. Give priority to pedestrians and cyclists. Date, signature.

An oath or oath must be taken solemnly and publicly.

And yet, it is necessary to give the motorists’ society the opportunity to revoke their licenses (Let it be FAR or something else). There are more of us on the road than law enforcement officers. Many people now have DVRs. We are creating a video portal for motorists. They filmed a lawless man, is there a clear violation of his oath? The license was revoked for 1 month (or at least for a year). Discussion about the review should be public. The full name and photos of those deprived of rights are posted on a public resource - forever. No protection of personal data. The possibility of getting on the board of shame will stop many. No one can refuse the motorists' demand. Is the minister's driver breaking all the rules (even the minister himself)? Revocation of rights. This is not a prison, it’s not so scary, but we will finally restore order on the roads.
For driving without a license (I didn’t forget it at home, of course, but I didn’t get it or it was taken away) 1 year in prison without mitigation (let him think about it). For car theft, 5 years and no suspended sentences (Usually he’s drunk, without a license, he’s a direct threat to society, complete chaos). We can no longer tolerate lawless people on the roads.

A priest driving is not a priest, but a driver, just like a policeman, prosecutor, judge, deputy. Immunity for driving a vehicle is removed. A drunk deputy driving is also a killer. Immunity everywhere except for driving a vehicle. If you drink, take a taxi or get a sober driver. A police inspector who has detained a “superior” (prosecutor, judge, deputy) receives state protection and promotion. A threat to an inspector, in the presence of video evidence, is punishable by imprisonment (for how long?). Information about him becomes public, and in case of problems in the service, a thorough check is carried out by disinterested persons.

And one last thing. The work of putting things in order on the roads needs to be monetized. Be it an inspector, a car enthusiast or a pedestrian. If the violator is caught and a fine is imposed, half is due to the person who disclosed the offense.
Also, ban the phrase “there is no reason not to trust a police officer”, what century are we living in? There is a video of the offense, there is a case. No video evidence - Let's see you later...
