Deputy Prime Minister of the Russian Federation Olga Golodets, who was present at the meeting, noted that she was proud that over 4 million people aged 80 and older now live in Russia. According to her, just a few years ago there were almost half as many such centenarians in Russia. The increase in their number was, according to O. Golodets, the result of significant changes in the healthcare and social service system.

“It is important that today the very approach to the life of an elderly person has changed, and older people themselves raise the question not so much about social security, but about their inclusion in the life of society,” said O. Golodets.

“By 2018, life expectancy in Russia for the entire population should be at least 74 years: for men - 68.9 years, for women - 79.6 years,” the president noted.

Speaking about the need to pay more attention to the problems of older people, V. Putin promised to allocate 350 million rubles. from the presidential reserve fund to support social institutions for senior citizens.

“In Russia as a whole, about 600 buildings of inpatient institutions for elderly citizens are in disrepair and require major repairs. We hope that the regional authorities will find funds for citizens to live in decent and civilized conditions. For our part, in addition to the funds planned in the budget, We will provide 350 million rubles from the President’s reserve fund - this is half of its annual volume,” V. Putin said.

The President instructed the Ministry of Labor and Social Development of the Russian Federation to submit proposals for financing specific facilities, and the Presidential Administration of the Russian Federation to prepare a draft corresponding order. According to V. Putin, it is necessary to improve the appearance and technical equipment of such social institutions; they must meet modern standards and be accessible to citizens with disabilities.

Putin instructed the government to organize the broadest discussion of the strategy for the development of the pension system until 2030, including with the participation of deputy prime ministers responsible for social issues and the economy, as well as using Open Government tools.

He sees the key to solving the problem in transferring the entire amount of insurance contributions of those who receive up to half a million rubles a year to form the insurance part of the pension, and not the funded one.
