The domestic public (in every sense) diplomacy won another brilliant victory. Thanks to the maximum uncompromising line held by the Russian parliamentary delegation (this uncompromising was emphasized by the Demarch speaker of the State Duma, who heroically abandoned the trip to Strasbourg), the resolution of the Parliamentary Assembly of the Council of Europe was decisively softened. The proposal nominated by irresponsible marginals (referring to representatives of Poland) on the monitoring of the situation in Russia to the level of the Committee of Ministers of the Council of Europe, did not have passed. Three times cheers with brave deputies, led by Alexei Pushkov, who gave a decisive excommunication for hostile machinations. About this is what the battles in PACE presents government propaganda.

In fact, the official Moscow received a completely sonorous slap in. The adopted resolution in extremely stringent colors requires to stop the frontal attack on the rights of citizens. Namely, to revise the repressive laws on slander, about NPOs as “foreign agents”, about rallies and dissemination of information on the Internet, to punish the guilty of the death of Sergei Magnitsky, to release the members of the Pussy Riot group. And besides, to abandon the recognition of Abkhazia and South Ossetia and withdraw troops from Transnistria. If we keep in mind that PACE resolutions are required for execution, Russian diplomats will still have to turn on, justifying the refusal to fulfill its requirements. However, so far it has been ordered to declare a slap in a victory. We have this time - purely victorious.

It would not make sense to write about all this if this story had not once again revealed serious contradictions in the policy of Western states in relation to Russia.

With the foreign policy of Moscow, everything is more or less clear. He crystallized right now. The main thing that the Kremlin is seriously worried is the threat of a “color revolution”, which is interpreted there only as a result of a conspiracy of Western special services. There is only one answer: we will not allow intervention in our internal affairs. Here is a very significant interview with the head of the foreign policy department "Kommersant". He does not hide the fact that the events of the "Arab Spring" Russian chiefs are trying on themselves. Hence such a passionate desire to “freeze” everything, isolate the country from the processes taking place in the world. The termination of the USAID, the requirement of non -profit organizations to register as “foreign agents”, the dental statements of senior officials in the “fool itself” and constant threats with certain adequate actions regarding “Russophobes” are the characteristic manifestations of this policy.

Well, this is also a policy. And the thesis about the prevention of intervention in internal affairs sounded quite organically both Comrade Molotov and Comrade Gromyko. Those who reanimate it now do not understand (or pretend) that the world has changed quite much. Take at least the same Council of Europe, which was created, first of all, in order to ensure human rights in member countries. That is, the Council of Europe is just the very place where this most notorious “intervention in internal affairs” is carried out. What other way can you fight for observing human rights in individual countries, except as directly pointing to these countries to violations? Entering the Council of Europe (oh, these mistakes of the “dashing 90s”), Russia actually gave others the right to such an intervention. And to be consistent to the end, it should now leave this international organization. And if the Western countries want to be consistent to the end, they should not accept resolutions, but to raise the question of the exclusion of Russia from the Council of Europe. After all, it is completely clear: no, even the most stringent resolutions of the Kremlin bosses who are in a state of permanent hysteria will form.

And this, in my opinion, is the main problem. All the years of Putin's rule, the West was guided by the policy of "involving Russia." She was recognized as an advance as a democratic state, which opened the doors not only to the Council of Europe, but also to the same “eight”. Everyone understood: according to many basic criteria, Russia does not reach democracy. But they expected that joint activities, participation in general projects would convince the Kremlin’s owners in the need for democracy. Now this policy has obviously failed.

Putin insists on his right to create everything he wants. And at the same time grinning: "And what will you do to me?" It should be admitted that he is right. A set of pressure tools is very modest if it exists at all.

Refusal of economic cooperation? Why do we need it, while oil prices and gas are high. Indeed, with stupid things like Medvedev’s modernization, it is already over. Curtaining interaction in the field of international security? Spit, it is still unknown who needs anyone here. Let them try to withdraw troops from Afghanistan without transit through Russia. Bad image? Nonhai slander! Refusal of personal relationships with leaders? Yes, these are not them, but we will ignore them.

And what do you order to do to Western states? So far, they have nothing left but resolutions. What is happening in the country is our problem, no one except us, citizens of this country, will solve it. However, the West can make one useful thing: stopping from diplomatic politeness to pretend that the Putin regime is democracy.
