
On October 14, elections of various levels will be held in 77 constituent entities of the Federation - from governor to municipal. In five regions - the Amur, Belgorod, Bryansk, Novgorod and Ryazan regions - the newly returned direct elections of governors will take place. In six - the Republic of North Ossetia - Alania, the Udmurt Republic, the Krasnodar Territory, the Penza, Saratov and Sakhalin regions, the elections of deputies of legislative assemblies were appointed. In anticipation of these events, Polit.ru found out that most experts consider the elections to a non -hemocratic cover for the implementation of all the same governor's appointments.
Political scientist Dmitry Oreshkin is sure that there is no democratic component in the upcoming governor, municipal and other elections scheduled for October 14.

Dmitry Oreshkin-says Oreshkin, explaining that if we had 20-25 donor regions in the “dashing 90s”, now 10-12. The authorities, in the competence of Oreshkin, are trying to somehow restructure the exhausted control model-the “Appointed” model, and the elections simply “galvanize” the relationship of elites and the Kremlin proteges, trying to confuse them and revive them. “The people here or democracy as a value excite power in the last turn,” the expert is sure. In his words, the obvious controllability of all the intended events indicates non -combination. The opposition was powerless. The unsystematic opposition is not present in the lists anywhere.
In the Governor's election, the Parliamentary opposition in five regions is represented by the LDPR without competing with the pro -government candidates (“These guys simply simulate the elections”), only in one region they registered a candidate from “fair Russia”, and the latter also has no chance (“Social Revolutionaries were dragged through this filter and put against the young and energetic unanimous Russians Kozhemyaki, who goes only for the second term and did not have time to bother anyone! ”). In the Bryansk region, for example, where a strong candidate Vyacheslav Rudnikov came out against the unpopular Nikolai Denin, the opposition candidate was simply removed. And so wherever the opposition had at least the slightest chances - the opposition as the enemy was destroyed in advance.
“The oppositions indicated the place with the help of Gudkov -“ You will be disloyal - you will not be. ” And they are loyal, they are still not, ”says Oreshkin.
As a result, according to the political scientist, the upcoming elections at the governor's level retain the intrigue only in the Bryansk and Ryazan regions: there are chances for the second round. And the change of the governor in the end can occur, most likely, in only one of the five regions where the governor's elections will be held. At the municipal level, the picture is similar - the majority of opposition candidates where they could compete with the party in power, simply did not go through the municipal filter, and others suppressed the administrative resource (“even Chirikov in Khimki is already fighting for second place”).
“Something will change seriously only where the elections to the regional Duma will be held (maybe in the Krasnodar Territory)-regional legislative meetings. What is this democracy? " - Asks Oreshkin.

He sees the reasons for this in the unpreparedness of young parties and the strategic mistake of the parliamentary opposition.
“Not all small parties were able to take part in the elections, but, apparently, because they have not yet been strengthened. They do not have their regional network, did not manage to rebuild the headquarters and structure. Sometimes the years take, so nothing surprising, ”the political scientist believes. - And the opposition’s complaints about the municipal filter are the expected phenomenon. It is necessary to collect signatures of deputies, but they have no one in the regions. They focus on the struggle for governor chairs, on the struggle for chairs in the State Duma.
