Since December 2001, Andreev served as Deputy Director of the Department of Consumer Market, Valery Maryasova, Vice-Mayor of Novosibirsk. On March 2, 2004, Maryasov was killed at the entrance of his own house, and Andreev headed the department, but he did not take the post of deputy mayor of Vladimir Gorodetsky.
He left the city hall in October 2006, when the department was liquidated by merging with another structural unit. Anatoly Sobolev was appointed the head of the department of industry, innovation and entrepreneurship, who became the first vice-governor of the Novosibirsk region in September 2012.
Currently, Andreev, according to his testimony, on October 9 in court, holds the position of general director of the River Transport Modernization Group of Companies. The co -owner of the MRI, as the Vedomosti newspaper found out a year ago, is Roman Putin, an adviser to the Novosibirsk governor Vasily Yurchenko since June 2012.
Witness Sergei Andreev said that he personally knew all the defendants. With Solodkin Jr., since 1998 or 1999, they were friends with families, often spent holidays and weekends together. He met with the victim Frunzik Khachatryan in 2002 "in connection with my work at the city hall." To the question of the judge of Larisa Chub, whether they had conflicts, Andreev, after a couple of seconds, after a pause, replied: "There were no conflicts on my part."
Recall that the former deputy mayor of Novosibirsk Alexander Solodkin Jr. is accused of inciting to arson in November 2003 cars of the sons of Frunzik Khachatryan. According to the indictment, the criminal intent arose at the defendant who had not yet worked at the city hall when the wife of Sergei Andreev also burned the car on the eve, and the official turned to him with suspicions of the Khachatryan incident involvement in this.
The state prosecutor Alexei Kulikov asked the witness what his work was at the Novosibirsk City Hall in 2003. Sergey Andreev said that the department was engaged in the sphere of the consumer market and the sphere of land relations (transferred to the Department of Property Relations in the future - approx. Taigi.info), including issues related to city markets. “We complied with the City Council’s decision on the execution of the concept of the reorganization and reform of the market on the Gusinobrodskoye Shosse,” Andreev said. This concept provided for the ransom of the mayor's property, intended for trading, with the subsequent lease of it.
"We have executed the decision of the City Council on the execution of the concept of market reform on the Gusinobrodsky highway"
“Of the nine participants in the concept, eight accepted the conditions unconditionally,” Andreev said. -Only the owner of the Mane market Frunzik Khachatryan categorically objected, referring to some agreements with the [previous mayor of Novosibirsk Victor] Tolokonsky, which no one knew about. He tried to dispute [the decision of the City Council] in court, not a single court won and in 2005 he entered the concept on a common basis. " Thanks to the implementation of the concept, according to Andreev, to the city budget only with Gusinobrodskoye OJSC, in which the municipal market was reorganized, 350 million rubles were received a year: “And this is a clean rental [containers], and another 90 million rubles were deductions [from sales]”. In addition, all merchants were registered as private entrepreneurs and, therefore, paid 6% of the income, added a witness. When asked why Gusinobrodskoye was headed by Yuri Denisenko, Andreev replied that Gorodetsky appointed him the general director before he himself came to the city hall. Nobody asked Andreev that Andreev himself was the chairman of the board of directors of OJSC Gusinobrodskoye.
To Kulikov’s question about the events of November 5, 2003, Andreev replied that his wife called him in the evening and said that their “Mercedes” was on in the yard. Arriving in a service car at 3/2 Rimsky-Korsakov, the official saw the firefighters who had already extinguished the car. He called his immediate supervisor Maryasov, who was, as he knew, at a meeting at Gorodetsky, and his friend Solodkin, who "recommended that I write a statement to the police." He did not have suspicions of the involvement of anyone then: “Neither at that time, nor after this proposals to do something or to compromise, I did not come from anyone.” As part of the arson investigation, Andreev was “two or three times” questioned and, according to him, does not know in what state the criminal case is now.
Answering the question of lawyer Alexander Solodkin Sr. Svetlana Tkachenko, Andreev said that the Commission on the Development of the Development of the Gusinobrodsky flea market was created “back in the time of Belyakov” (Vice-mayor of Novosibirsk Igor Belyakov, who headed to Valery Maryasov, the Consumer Marvia Department was killed on August 7, 2001,---on August 7, 2001. approx. The commission included seven to eight people, and Andreev does not remember all: he only called Maryasov and Vice-mayor Vladimir Shumilov, but noted that law enforcement officers were among the members of the commission. The City Council in 2002 approved the developed concept, and an already permanent commission was created to execute the decision of the City Council. The lawyer of Solodkina Jr. Nikolai Ukrainians asked if his principal could in any way influence the work of both commissions, and Andreev answered negatively.
According to Andreev, they did not communicate with Khachatryan: “He said:“ Do not be offended by me, you have a leader, I will talk to him ”” ”
The second lawyer Solodkina Jr. Alexander Petrov directly asked Andreev if he said to his client who was suspected of arson of the Mercedes Khachatryan. “I never said that because I didn’t think so,” said Andreev and admitted that they practically did not communicate with Frunzik Khachatryan at that time: “He said:“ You don’t be offended, you have a leader, I will talk to him. ” Khachatryan’s conversations with Maryasov, according to Andreev, were mainly connected with the protest of the owner of the Mane against a well -known concept. Vice-mayor offered Bizesemen either to free the occupied territory, or to do, like everyone else, and sell their containers to the property relations department. Andreev’s conversation with Khachatryan about burned cars was short (“They burned the car and they burned the car,” according to Andreev, Khachatryan noted) and took place in the winter of 2004-2005, the witness said.
To the question of the second lawyer Solodkin Sr. Mikhail Bookzhin, whether his client Maryasov or Andreev had ever asked to somehow influence the fulfillment of the concept of development of a flea market, the witness answered negatively: “It was impossible. It was absolutely unrealistic to come from the decision of the City Council, this was controlled by deputies.” Andreev also did not know about any interests of Solodkina Sr. in relation to the central market or cafe “Picnic”. Books also asked if Andreev heard that “someone collected tribute from the market so that the money would not enter the treasury of the city, or that the money was collected by Solodkin,” and he again replied that he knew nothing about it.
Solodkin Jr. asked Andreev to clarify whether he joined the “permanent commission” he mentioned, heading the department instead of Maryasov. “When I became the director of the department, I went to work [First Vice-mayor Victor] Voronov, and he was the head of the commission,” answered Sergey Andreev. He confirmed that in the scope of the work of the City Council commission on scientific and production development and entrepreneurship, which was headed by deputy Solodkin, “entered the activities of the whole department”, but the chairman of the commission could not “make changes to the concept”.
The lawyer Nikolai Ukrainsev asked what Andreev knew about the Picnic cafe. He said that this institution on Kamenskaya Street was a “not entirely successful project” by Leo Nabhera, his common comrade with Solodkin Jr.: “It never began to work officially, they did not receive a license.” To the question of Ukrainian, whether, according to Andreev, Solodkin could have some interest in this institution, the witness replied: “Well, probably the same as mine-I once wanted to have lunch in it.” According to Andreev’s stories, he and Solodkin jokingly asked Blyacher when a friend would invite them to the opening, and he was nervous: ““ Do not ask such questions, I myself regretted that I got involved ”.” Who invited him to do this project does not know.
Blaherman, according to Andreev, had a lot of problems: “He had difficulties with firefighters, then some kind of companion is incomprehensible.” To the request to clarify the witness, explained that the difficulties with Vladimir Filippov, whose name he later learned from the media, arose due to "the use of [Filippov] alcohol and unclear financial problems." The Witness also retold his conversation with the ex-compriances of the head of the Oktyabrsky district of Novosibirsk Evgenia Solodkina. According to Andreev, she told him that in 2009, Filippov stated that she “should return some money in a very short time, otherwise he would testify about some fraudulent actions” of her brother and father.
Recall that according to the accusation of Solodkina, along with Leo Hutlacher (it was previously reported that he was put on the international wanted list - approx. Taigi.info) tried to take away the Picnic cafe from Vladimir Filippov, who is currently undergoing the victims. On October 9, Filippov was absent in the courtroom.
“The Khachatryan first asked,“ how much to bring you to be behind us ”, and then he said:“ There will be a sea of blood ”,“ have not shot for a long time? ”,“ Get your own ” - everything in that spirit”
In addition, Andreev said, there was a commission on promising comprehensive development of the territory on Petukhov Street in the Kirovsky district, where in 2002 the automobile market moved from the Gusinobrodsky highway. About 400 applications were received to participate in the development of this territory: “There was no special excitement - a very difficult territory, almost swampy terrain.” One of the first to satisfy the application of the “Novosibirsk Salvation Service” (the general director of this CJSC is the deputy of the City Council Yuri Zarubin, - approx. Taigi.info), since “this territory was on its former site,” the witness asked the lawyer’s question. During the work of the commission, “representatives of law enforcement agencies were present,” Sergey Andreev confirmed: they gave comments on applications and expressed recommendations with whom to conclude an agreement, and with whom not.
Ukrainians asked if requests from Solodkin Jr. received about the allocation of the land plot of the Premier Plus. Andreev answered negatively, and said that "there was no preferences to anyone." Solodkin Sr. asked the witness whether it was possible, in principle, in the markets "put for one rental rate, but for others another." He objected that all bets were approved by the City Council and were the same for everyone, "the coefficients were high," since the car market was located on the "territory of the city hall special economic interest." Solodkin Sr. also asked whether he addressed Andreev “at least“ at least ”at the work of a flea market or“ transition under the chapel ”and asked him for someone to rent trading places. “You could not raise such questions,” Sergey Andreev confidently answered, “because the rental rates were approved by the decisions of the City Council.” “And here it is written what he put,” the defendant remarked, obviously, referring to the materials of the criminal case.
In response to the question of Solodkin Jr., whether he was aware of any threats to the city hall employees coming from Frunzik Kyaramovich, Andreev recalled one of the meetings of Khachatryan and Maryasov. He himself was not present at her: the merchant "demanded that I leave the office." After some time, the secretary of Maryasova came running to Andreev and said that a quarrel was taking place in the Vice-mayor office. “The Khachatryan first asked him,“ how much to bring you to be lagging behind us, ”and then he said:“ There will be a sea of blood ”,“ They didn’t shoot for a long time? ”,“ Get your own ” - everything is in that way,” Andreev retold. Solodkin Jr. also asked whether he said to Andreev "something negative against Frunzik Karamovich." “We simply did not talk on this topic, did not discuss it at all,” he answered. The representative of Khachatryan Alexei Pugin asked him whether Maryas turned to him “after this meeting, which, as you say, was” to law enforcement agencies. Former deputy Maryasov suggested that he "could inform the [deputy head of the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for the Siberian Federal District, Alexander] Nikitin, with whom he constantly communicated."
The witness also confirmed that he knew the surname of the victim Andrei Bozhenko: he appeared several times with his boss and talked with Maryasov as a representative of the owners of the central market. In addition to Bozhenko, among the shareholders of OJSC there were people such as “Lobachev, then, it seems, butter and Edward, I don’t remember my last name,” Andreev said. Solodkin Jr. asked if the ex-head of the consumer department was known about cases of theft of property in the interests of shareholders. “Yes, there was an attempt to allocate a property complex in proportion to the shares in kind and selling this property to third parties. I myself dealt with this issue, I myself wrote a statement to the prosecutor’s office, ”said Andreev. - I learned about this from the general director [OJSC Anatoly] Mekhonoshin. According to him, his deputy did this, I do not remember the last name for sure, [Vyacheslav] Ovchinnikov or something like that. Accordingly, [Mekhonoshin] explained that, in general, this is a person who is directly related to Andrei Pavlovich [Bozhenko]. Next, some investigation was conducted, and the criminal case was closed behind the lack of corpus delicti. ”
Andreev spoke about an attempt to theft of the central market property by shareholders: “The criminal case was closed behind the lack of corpus delicti”
To the question of Solodkin Jr., whether he sent, as the chairman of the relevant commission in the City Council, any requests to the prosecutor’s office in connection with this story, Andreev replied: “Apparently, yes.” “Tell me, please, when the municipal stake in the central market was implemented, you don’t accidentally remember what position I took?” - asked Solodkin. Andreev said he advocated for the sale of shares. “Do you remember that well? - specified the defendant. “Do you remember my dialogue with the mayor at the City Council that I consider it inappropriate to implement this package?” The witness did not remember. "And in what year it was, remember?" - To this question, Andreev replied that "either the fifth or sixth."
The control package of Central Market OJSC, we will remind, in January 2007, Barnaul entrepreneur, owner of the Maria RAK trading network, Alexander Rakshin, bought. During the year, he managed to acquire the remaining 43.4%of the shares from the minority sorts - LLC Transpromsnab (11.55%), Mikan LLC (10.24%), Zapsibkhimia LLC (10.89%) and CJSC Siberian Legal Services Agency Right (10.89%). The “real owners” of these organizations, as the business press noted then, “preferred to stay in the shade.”
“Sergey Vladimirovich, tell me, it’s true that you told me that you had a conversation with a kind of Polishchuk at the end of 2009, and he told you:“ Come on, tell you, Solodkins will get out through the synagogue, but you don’t have your Russian face ”?” -asked Solodkin Sr.. The witness objected that he was mistaken: he had a conversation not with Polishchuk, but with Tsimbalyuk, who really offered him, Andreev, to sign an agreement on cooperation and gave two days to his thoughts. “On November 10, I called him, congratulated him on the Police Day and said that I was already working with the investigation and I don’t understand what else they were asking me,” said Andreev.
The representative of the victim Sergei Nadein Mikhail Titarenko asked if the witness had any other procedural situation in 2009, that is, was Andreev when investigating this criminal case, for example, a suspect or accused. He answered negatively. “So if you have witnessed, why should Tsimbalyuk make you proposals to conclude an agreement with the investigation?” - did not understand the lawyer Titarenko. Sergei Andreev invited him to ask this question directly to Andrei Tsimbalyuk.
The judge asked.
"And what?" He asked.
