Return to the Special Project "Governor's Elections"
About the region
The population of the Bryansk region is 1 million 278 thousand people. The area from the time of the collapse of the USSR is subsidized. The main income was brought to the region, engineering and metalworking were brought, but now many plants are worth it. The most famous enterprise of the region is the Maltsovsky Portland -chamber CJSC - the largest manufacturer of high -quality cement. In 2010, according to Rosstat, the Bryansk region was the lowest salary in the Central Federal District - 15 thousand 623 rubles, and at the same time the highest level of unemployment. The average salary in 2011 is 15 thousand 412 rubles. The Bryansk region was previously considered the "red region". Still on the coat of arms of the city a sickle and a hammer flaunts. Since 2006, the "Fundamentals of Orthodox Culture" have been introduced in schools. The Bryansk region is environmentally unfavorable - part of the territory was polluted as a result of the accident at the Chernobyl nuclear power plant. The region ranks first in the district in terms of incidence of tuberculosis (in 2011 76.9 sick per 100 thousand people). Since 1993, the head of the region has been communist Yuri Lodkin. After the October events for disobeying orders, President Boris Yeltsin removed Lodkin, but in 1996 he was again elected the governor. In 2000, he again won the election. And four years later in 2004 on the day of voting by a decision of the Supreme Court, the current governor Yuri Lodkin was removed from participation in the elections. After taking off the favorite, the election was won by a member of United Russia Nikolai Denin. In 2007, Vladimir Putin reassigned Denin as the governor. The scandal was connected with Governor Denin when in 2005 he knocked a woman on the federal highway "Ukraine" to death. Law enforcement agencies then stated that she grossly violated the rules of the road, but there was no guilt of the governor.
In the past parliamentary elections for United Russia, according to the CEC in the region, 50.12% of voters voted, and 23.31% for the Communist Party.
About candidates
Candidate from United Russia is the current governor Nikolai Denin. In Soviet times, Denin was the director of the state farm, after the collapse of the USSR he became the director of the Snezhka poultry farm. With the support of the Communist Party, he was elected to the regional Duma. In 2000, Denin was already in the Unity party, then in United Russia, from which he was elected deputy of the State Duma in 2003. In 2004, Denin participated in the Governor's elections in the Bryansk region and with a slight advantage won in the second round the candidate from the ATP. Then, on the day of voting from the elections, the candidate of the Communist Party, Governor Yuri Lodkin, after which 20% of voters in the first round voted against everyone, was removed.
The situation with the removal of Lodkin in 2004 almost repeated with Denin himself in 2012. According to the statement of the Candidate of the Communist Party of the Communist Party of the Communist Party of Parabia, the local court removed Denin from the election . The reason is the fake of the signatures of municipal deputies. Denin decided the fate of the Supreme Court on October 11. The Armed Forces canceled the previous decision and restored the candidate. In early September, it became known that the Ministry of Internal Affairs suspect Denin that he allocated more than 20 million rubles from the budget of the region for the development of the poultry farm, the control package of shares of which belongs to his relatives. The Ministry of Internal Affairs asked the UK to initiate a criminal case.
Candidate from the Communist Party - State Duma deputy Vadim Potsky. Pisassky lives in the Leningrad Region, in the city of Vsevolzhsk, replaced a military career in 1998, rising to the lieutenant colonel, to work as an official in the Leningrad Region. Since 2005, he was elected as a deputy of the Council of Deputies of Vsevolzhsk, and in 2007 he was elected deputy of the Legislative Assembly of the Leningrad region. Four years later, Vadim Potsky moved to work in Moscow, to the State Duma. The main complaint against the Parabia by the opponents is that he is “Varangian” - he never lived in the region and did not know its problems. To this leader of the Communist Party, Gennady Zyuganov answered: "Did Zhukov ask when he came to save Leningrad, where did he come from? Or Rokossovsky, who was born in Poland, did not show himself on the Oryol-Kursk arc? It is necessary to evaluate a person not at his place of birth, but in business qualities. Vadim of the Pisasskaya has a professional, competent, honest team." Now Parabels is the only candidate in the elections in the Bryansk region.
The course of the election campaign
Almost until the last day, the main intrigue of the elections was whether they will take place or not. The Communist Party Candidate Vadim Parakogo filed a lawsuit, suspecting Denin in a fake signatures of municipal deputies. Judge Galina Shkobeneva conducted an audit, confirmed the assumption of the communist and removed Denin from the elections . After an unexpected decision of the Bryansk Regional Court, the leader of the LDPR Vladimir Zhirinovsky announced the withdrawal of the candidate from the LDPR Mikhail Marchenko in support of Nikolai Denin. The candidate from the Yabloko party Andrei Ponomarev also shot his candidacy despite the position of the party leader Sergei Mitrokhin. Mitrokhin stated that he would raise the question of the exclusion of Ponomarev from the party. The candidate from the Communist Party, who remained the only contender for the Governor's chair, said that the campaign was launched to disrupt the elections. In his opinion, the candidates of the LDPR and Yabloko withdrew their candidates at the request of Denin. The prosecutor's office protested Denin’s removal . On October 11, the Supreme Court canceled the decision of the regional court and restored the governor.
