The Pension Fund of Russia (PFR) estimated income from pension reform measures in 2013 at 65.4 billion rubles. According to the Kommersant newspaper, the changes have already been included in the fund’s budget for next year.

Thus, the increase in insurance premiums for workers in hazardous industries in 2013 will additionally bring 24.7 billion rubles to the budget, in 2014 - 48.2 billion rubles, and in 2015 - 80.5 billion. Increasing insurance rates for the self-employed population (tutors, nannies, taxi drivers) will allow the budget to save 40.7 billion rubles in 2013, 60.5 billion in 2014, and 79.8 billion in 2015.

It is not reported how the planned reduction in the funded part of the pension and the expected increase in the length of service required for retirement will affect the PFR budget.

According to the Pension Fund's draft budget, the fund's deficit next year will be 1.01 trillion rubles. Reducing this deficit is one of the main goals of the planned reform.

In early October, the government approved and sent to the president a concept for the development of the Russian pension system . The Kremlin said that the document should also undergo public discussion.

The concept provides for an increase in insurance premiums for workers in hazardous industries by 2-4 percent from 2013 and by 6-9 percent from 2015 (currently the fee for them, as for all citizens, is 30 percent). In addition, the document assumes an increase in pension taxes for the self-employed population by two times in 2013, by 2.5 times in 2014 and three times in 2015.

It is also planned to reduce the funded part of insurance premiums to two percent. Currently, citizens contribute six percent of their salaries to savings. Another point of the reform is to increase the length of service required for a full pension, first to 30 years, and in the future to 40 years.
