Cigarettes for children

Yesterday I witnessed how in the Ketovo metropolis a pack of cigarettes was sold to a child about eight years old.

Actually, the child was not alone, but with his mother, and it was she who asked him to buy them. This is how they play or he seems more mature.

But, as far as I know, the sale of cigarettes to under 18s is prohibited in our country. The saleswoman answered the question: “Are you selling cigarettes to all children?” She just shrugged.

I wonder if there could be liability for such a fact?
