How Khimki elected its mayor

On a single voting day, early mayoral elections were held in Khimki. For the post of mayor, ecologist and defender of the Khimki Forest Evgenia Chirikova and ex-prefect of the Northern Administrative District of Moscow Oleg Mitvol competed with the former acting head of the city Oleg Shakhov (who went on pre-election leave). They had the highest rating after Shakhov, who was the favorite of the race. In addition to them, the eccentric rock singer Sergei “Spider” Troitsky and 13 other candidates also took part in the elections.

In addition, heads of cities and urban settlements were elected in Elektrogorsk, Mytishchi, Obukhov, Voskresensk, Skoropuskovsky, Pushkin and Sergiev Posad.

About phone calls in the middle of the night with calls to come to the polls and vote for Shakhov

I am extremely outraged by this provocation. I don't know which candidate started this. Old technology: a telephone database is purchased and a robot computer starts calling people using this database. It is clear that not a single person, being of a sober mind and strong memory, will disturb people at 2-3-4 o'clock in the morning in order to carry out some kind of campaigning. So this is aimed at causing anger towards a specific candidate, in this case, apparently, towards me.

About turnout

As far as I understand, low turnout is a nationwide trend. And Khimki even exceeds the national average. Khimki residents are apparently more disciplined and interested in the life of their city than other regions.

About violations at the sites

My observers did not express any complaints about the course of the election process. It is strange that where some candidates appear, KOIBs break down, and where other candidates appear, shows begin that interfere with voting. I believe that this is all pure self-promotion of these candidates. I believe that if you lose, you need to do it with dignity.

About the conversation with Evgeniy Chirikova

We talked very nicely about life. The fact is that neither she nor her lawyers understand election legislation: the demands they make do not comply with the law. And I asked her to present them at least not on the territory of the polling station, let the lawyers sort it out and not interfere with the residents of Khimki voting.

About attacks on agitators and illegal campaigning

If we talk about those Tajiks who were brought with misspelled “Thank you, Shakhov, for your work” posters, then this is also a provocation. In addition to the night calls, by the way, someone else was putting up leaflets, and in a very ugly way: they used strong glue, so they couldn’t be removed, and they covered the door peepholes. The information in the leaflets did not correspond to my policy statements. I have nothing to compare with, but those who have been working for a long time say that there were quite a lot of provocations in these elections and not all candidates fought honestly and cleanly.

About violations at the sites

Firstly, there was illegal agitation on Shakhov’s part. Secondly, there was a very serious violation. At one of the polling stations, people were identified who came to vote on additional lists. When asked where these people came from, we were told that they came from another part of Khimki and asked to vote. And we want to find out on what basis these people were included in the voting lists. Why did the commission condone this? The law is being violated here, because the grounds for including voters on the voting lists are clearly stated.

About illegal campaigning

We are not filing a complaint about calls. There is much that is unclear in this story. We are concerned about the agitation on utility bills on the day of silence, although there was no such agitation there before.

Forecast

The result will be the same as the actions. We think it will be 148%. United Russia already had 146%, so this is where the record will be broken.

About Evgenia Chirikova’s conversation with Oleg Shakhov

The conversation went well. Evgenia asked him several questions, including why he condones a foreign concessionaire who will put the residents of Khimki in a traffic jam for 30 years (we are talking about the route of the Moscow-St. Petersburg federal highway through the Khimki forest - editor's note) and why he cooperates with people who divert money from the Pension Fund to offshore companies in Cyprus. To which Shakhov hesitated and began to answer something like “I want everything to be fine with you.” In general, he could not find an answer to these questions.

It is clear that there are massive falsifications here. Ugliness. Carousels. It will take a long time to sort out the voter lists. It's all complicated. At the end of the day we will summarize.

As a result, older people at the polling stations come up to me and say, “Oleg Lvovich, why are you doing this?” and so on. These calls have a double effect: demotivating and, as a result, low turnout, so they blame everything on me.

I’ll write down 3 personal observations about Khimki as a voter and move on to work.
1) My neighbors and I never managed to wait for invitations to the elections. I suspect that many Khimki residents were not even aware that the elections were on October 14th.
2) As a voter, I did not see a full-fledged campaign campaign from any of the candidates. If I had not followed the elections, I would have missed them too. During all this time, I found Chirikova’s newspaper and Shakhov’s leaflet in a pile of files at the concierge’s. The rest of the information is from FB. Despite the federal scale of the elections, ordinary Khimki residents were not interested in them. And the administrative resource, as always, brought its own.
3) This time I was not on the voter lists. And not just me. I always vote and am always on the list. It looks like they were cleaning the lists to increase turnout. Let's look at the results of the number of voters.
