During his meeting with the Paralympicians, Vladimir Putin pleased the news that every Russian champion of the Paralympics held in London would receive about 4 million rubles of prize.
If we recall that ours in London won already 36 gold medals, including team species, then more than a hundred heroes are obtained. And other silver and bronze medalists will receive a quite tangible increase in pension, even a one -time one. So, two, or even all three hundred of Russia's disabled people, more than deservedly, improved their financial situation, which means that the environment has become much more favorable for them. This is good. With the rest, either the 13th or 15th million what to do? When will the turn reach them? Not everyone is given to set records, but how to get to the clinic, not to mention other social infrastructure facilities, which I also want to use at least sometimes to use it. In the sense, if the environment becomes more accessible, then where exactly and for whom is it exactly?
No, with pomp, the allocated billions are mastered quite successfully, but somehow without special consequences for those to whom they are prescribed. That is, today, according to official statistics, only 16% of social, transport and infrastructure facilities is available for “people with disabilities”. What indicators Dmitry Medvedev was not very surprised, but expressed dissatisfaction. For some reason, he cited the data as a particularly egregious example that only 5% of Russian buses, trolleybuses and trams are equipped for the transport of low-mobility groups. Meanwhile, the disabled, as Dmitry Anatolyevich rightly remarked, also want to attend theaters and cinema, play sports, ride in public transport.
After such discoveries, the next planned measures to straighten the situation in the direction of multiplying efforts to accelerate acceleration in the implementation of the intended life are no longer surprised. By the way, few people remember, but almost exactly a year of the same, as the same Dmitry Medvedev on Thursday, 13th, 2011, that is, while still in the current role of Vladimir Vladimirovich, he also held a almost similar meeting on a disabilities and also gave the strictest assignment in the shortest possible time “to provide all those in need of invalid carriages”. Like if there is nothing to ride on, then there is where to stand.
By the way, it was then that Dmitry Medvedev pleased those gathered by another fateful news. The head of state informed representatives of disabled organizations that "the authorities intend to seriously deal with the problems of this category of citizens." And literally "in the near future" the president will hold the State Council for the difficulties of the disabled, and officials will conduct an audit of the laws on disabled people. At the same time, he promised to pay special attention to two really most painful points: “The system of examination and the system of employment of people with disabilities are difficult and difficult in our legislation,” Medvedev remarked, “so stupid, condo formulations of the Soviet period, which reflect the ideas about the disabled of the state, 70 years ago. To start with the fact that today every tenth Russian receives a disability pension. But in Europe ... the figures of statistics can be surprised: the number of official disabled people in Russia is one of the lowest in Europe, for example, according to the Eurostat and the Ministry of Health and Social Development, the share of disabled people in Finland is three times more than in Russia (32.2% in the country of Suomi and 9.3% with us). For Finland in the leaders on the share of the disabled - the UK, the Netherlands, France ...
That is, in the vast expanses of Russia, we can meet, say, a wheelchair user can only be an exception if a visiting to some tourist is very lucky. But since not everyone is lucky, not everyone will be able to see a kind on the streets of our cities. And this, it turns out, is simply because the Russians are much healthier, and you can still become disabled to become disabled for it for a reason, but only by deserved this high rank after a difficult and long struggle with social protection and medical and social expertise. Why? Maybe because they are not afraid to register disabled people there, and they themselves are not afraid of this, because life for many European disabled people is not limited by the limits of the house or apartment. They live in an environment that is practically available to them in the same way as all other citizens.
But not in every European power there is a special presidential council for disabled people, which includes "representatives of all levels of power and various public organizations." Moreover, the Ministry of Health even has a special Department for Disabled Affairs, which also works tirelessly, puts forward programs and has a great influence on the development of state policy to solve the problems of people with disabilities. I remember that the first time the newborn Presidential Council for the Disabled Affairs gathered in the spring of 2009. It was on this council that the same Dmitry Medvedev, who temporarily replaced Vladimir Putin as president, managed to instruct the government to work out a new procedure for establishing the sizes of monthly cash payments to disabled people. The council, as it was habitually reported in the supervised media, discussed the most acute problems of people with disabilities: obtaining education, employment (out of 6 million people, only 15%found work), medical care, uncomfortable public transport ...
No, well, it seems, we already have everything: the advice under the President, the Department, and even how to head with the deputy of the State Duma of the Russian Federation A.V. Rumyantsev. And at the highest level, that you take the presidents that premieres replacing each other regularly are on the speedy need for adaptation, rehabilitation and integration of disabled people. In the end, it is appropriate to recall once again in vain in vain, the commemorated Dmitry Medvedev from the time of its temporary performance of the duties of the local chair of the presidential chair. In one of his advantages to the Federal Assembly, he recognized, speaking of the successes in the introduction of disabled people to a more or less normal life: "This is more likely to be contrary to the circumstances, and not thanks to the systemic measures undertaken by the state and society."
Such a paradox. The society turned away for a long time from the disabled, paying off from them with meager cash handouts and unreliable non -monetary services, while creating obstruction barriers not only right behind the threshold of their houses, but also in these typical dwellings, in which the disabled person is simply not provided for by the project. And now again is promised to “turn face” and make at least the smallest: affordable public transport, toilets, low and beveled borders, ramps in the entrances of all houses. In general, this is a regularly emitted ambiguous promise to “turn your face”, among other things, suggests that at the highest level of power of the power, it is quite officially recognized: so far, disabled people have to see a completely different place of the state organism ...
