“The main reason that directly led to the incident was the human factor. When Alexander Kasatkin, seeing the approaching company commander, threw a cigarette butt between the boxes of shells, at that time there was 24 degrees of heat, the steppe and a fairly strong wind, which contributed to the incident,” - said E. Ivanov.
“In addition, all the interviewed servicemen who took part in the unloading said that at that time a large amount of gunpowder was scattered in the area of the unloading site. Probably, when the gunpowder was unloaded, the packaging was broken and it literally crunched underfoot, people walked on it, “like walking on sand,” he added.
“The presence of gunpowder on the ground and a thrown cigarette butt, coupled with the heat and wind, led to the fact that after a few minutes smoke began to appear and those around heard a hiss, characteristic of the burning of gunpowder,” the prosecutor noted.
