The district authorities of Ugra are preparing a bill that will prohibit overstaffing of officials. As a URA.Ru correspondent reports, this is provided for in the draft law “On the budget of Khanty-Mansi Autonomous Okrug for 2013 and for the planning period of 2014 and 2015.”

A separate article of the law on the specifics of using budget money to support the activities of government agencies and state institutions of the district states that the government of Ugra does not have the right to make decisions that will lead to an increase in the number of civil servants and employees of government institutions in 2013–2015. True, there is also an exception - the staff can be increased if decisions are made on the redistribution of powers between the levels of the budget system of the Russian Federation and the commissioning of new capital construction projects.

This article of the law also stipulates that the wage fund of state institutions in the region will be increased by the projected inflation rate: in 2013 by 5.5%, in 2014 – by 5%, in 2015 – by 5%.

The Khanty-Mansi Autonomous Okrug authorities will recommend that municipalities make similar decisions.

It was previously reported that in 2013, 4.2 billion rubles were allocated for the maintenance of government employees of the Khanty-Mansi Autonomous Okrug, which is 10% less than in the previous year. Such data were provided in the government order “On the main directions of the budget and debt policy of the Khanty-Mansi Autonomous Okrug and the characteristics of the draft budget of the Khanty-Mansi Autonomous Okrug for 2013 and for the planning period of 2014 and 2015.” The document was approved by government members on October 13. But then it was emphasized that this salary for employees of government bodies was formed without taking into account the indexation of the wage fund and taking into account the fact that by the end of the year more than 14% of employees would be laid off. Therefore, it is difficult to name specific expenses for the salary of Ugra officials.

Governor Natalya Komarova made the decision to reduce the staff of government bodies on the eve of the report of the Ministry of Regional Development of the Russian Federation on the efficiency of officials in 2011. According to the data given in it, in Khanty-Mansi Autonomous Okrug things are not very good in the area of organizing public administration. The number of state and municipal civil servants in Khanty-Mansi Autonomous Okrug in 2011 was 57.6 people per 10 thousand people. This is almost twice as much as in the country. Ineffective expenses for maintaining employees of state authorities and municipalities of Ugra amounted to 5.8 billion rubles. At the same time, 45.8% of the surveyed population were satisfied with the activities of the governor of Ugra in 2011 (46% in 2010). In terms of the efficiency of the work of district authorities in the field of economics and public administration, Khanty-Mansi Autonomous Okrug ranks 63rd (in 2010 - 49th place), in terms of dynamics - 77th place.
